Job Description
General Statement of Duties
To work as part of a team under the direction of the Business Officer in the Health Department Business Office. This position is responsible for the management of clinical service billing, management of the Vital Records Program, liaison with the Prepaid Health Plans (PHPs), supervision of billing/coding staff, supervision of Vital Records staff, managing personnel files, and other billing/human resources duties.

Maintains ledgers for agency accounts
Submits Medicaid, PHP and Private insurance claims
Posts payments and monitors denials
Oversees the Vital Records program and serves as back up to the Vital Records Deputy Registrar
Oversees the billing unit for Personal Health Services and serves as backup to accounts receivable.
Responsible for thorough knowledge of the Davidson County Personnel Resolution and will assist the Business Officer with department-wide Human Resource needs
In partnership with the Business Officer, will prepare a variety of reports including: Debt Set off and Bad Debt, Annual Medicaid Cost Report and State and County expenditure reports.
Leads the departmental interview committee
Serves as back up to the departmental Purchasing Officer and regularly receives shipments/mail and monitors back hall entrance for guests.
Physical Requirements
Must be able to physically perform the basic life operational support functions of walking, fingering, talking, hearing and repetitive motions. Sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Must be able to use fingers for writing, typing and data entry. Must be able to communicate both verbally and in writing.
Knowledge, Skills and Abilities
Considerable knowledge of bookkeeping principles and practices.
Considerable knowledge of established governmental and departmental budgeting and bookkeeping practices and procedures.
Ability to understand, interpret and apply laws and regulations to the maintenance of financial records.
Ability to prepare fiscal reports and analyses of financial statements.
Ability to supervise and instruct subordinate personnel in record keeping and other clerical work.
Education and Experience
Graduation from high school including or supplemented by basic courses in bookkeeping or accounting and four years experience in bookkeeping or accounting clerical work in an accounting office; or an equivalent combination of education and experience. (Graduation from a four year college or university with a major in business administration may be substituted for the required experience; or a two year degree in business administration or accounting from a community college or business college may be substituted for three of the four years experience; or completion of a one year course including or supplemented by courses in bookkeeping or accounting may be substituted for two years of the required experience.)
