IOWA ARMY NATIONAL GUARD - TITLE 32 EXCEPTED SERVICE POSITION This position is restricted to current Military members of the Iowa Army National Guard. LOCATION: RRB, Johnston, IA
As a ADMINISTRATIVE OFFICER, GS-0341-11 your duties are below. Develops and prepares annual operational and training budget requirements. Sub-allocates funding to subordinate organizations in accordance with annual funding allowance and established priorities. Approves requests for reallocation based on the commander's guidance and priorities and changes in scheduled training events. Evaluates, develops, and maintains command level policies commensurate with training directives issued by all echelons of command and the commander's guidance. Conducts reviews of command policies, activities and programs to ensure subordinate units are effectively and efficiently progressing toward the desired readiness status. Assists in creating and/or changing command policies and procedures. Develops instructions for implementation by staff sections, technicians and subordinate elements. Keeps abreast with new policy statements, regulations and directives issued by higher headquarters. Supervises and coordinates the activities of each full time staff section of the headquarters and subordinate units. Reviews and finalizes studies relating to reorganization, relocation of units, personnel practices etc. Is the primary advisor for the command in the areas of legal, medical, and personnel actions. Provides technical assistance and guidance to unit level administrative and logistical personnel. Provides oversight for and consolidates unit level feeder reports. Analyzes and/or prepares the personnel reporting areas of the battalion/squadron level organizational readiness report. Provides guidance and funds management for all decentralized logistic funds. These may include secondary stock funds, office supply accounts, transportation funding, and various classes of supply. Serves as the approving official for IMPAC expenditures. Coordinates and assists in developing plans for recruiting and retention within the command. Analyzes the personnel portion of the organizational readiness report to determine critical needs and priorities for the strength management program. Provides guidance to staff officers, commanders and full time employees in policy and procedure changes concerning areas of strength management. Keeps abreast and ensures the implementation of new policy statements, regulations and directives issued by higher headquarters concerning administrative, supply and personnel activities. Provides guidance and assistance to ensure command programs have been implemented and evaluates their effectiveness in subordinate elements. Performs other duties as assigned. D1174
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Army National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment. TRIAL PERIOD REQUIREMENT: As a condition of employment for accepting this position, you will be required to serve a 2-year trial period or 1-year (Veterans Preference Eligibles Only) during which we will evaluate your fitness and whether your continued employment advances the public interest. Upon completion of your trial period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result in termination of employment. Failure to complete prescribed courses may be cause for reassignment or termination of FTS.
