Administrative Officer (Detail/Temporary Promotion NTE 1 Year)
This is a temporary promotion/Detail not to Exceed One Year. The temporary promotion may last up to one year, it may be terminated at any time. It may be extended or converted to permeant without further competition. To direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters.
Program Management and Administration 25% Develops, initiates, and implements administrative policies and procedures for areas of responsibility. Formulates proposed administrative directives and policies. Discusses pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations. Recommends the establishment of, and prepares administrative policies, directives, and procedures for implementation throughout the facility. Provides advice and guidance on the interpretation and application of administrative directives and instructions. Participates in the development of strategic long-range planning for the installation. Analyzes plans to determine the impact on administrative processes and the feasibility of making modifications to accomplish mission requirements. HR Management 25% Maintains SBU staffing list and organizational chart. Ensures that HR performance ratings are submitted in a timely manner in accordance with regulatory guidelines. Oversees recruitment, selection, promotion, awards and training activities to ensure compatibility with staffing plans, personnel ceilingand funding levels as it pertains to the SBU office. Develops and/ or reviews completed position descriptions and work plan for proper format and uniformity prior to submission to the Consolidated Classification Unit. Employee develops the need for and maintains an awareness of available resources and makes recommendations to SSBP regarding needs, distribution, or redistribution of these resources. Financial Management/Contracts 25% Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses. Employee has limited authority for a number of fund control points. Employee plans a system of internal control, which assures the fiscal management HR will be maintained on a sound basis in accordance with generally accepted accounting practices. Employee assembles and compiles budget information and maintains a running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations. Incumbent develops monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels. Manages budget formulation (travel, training, overtime, Job Fairs, etc.), justification and execution for a changing budget of administrative expenses involving different funding sources. Provides advice to management and program personnel on budgetary and finance issues. Administrative Support 25% Compiles information and prepares administrative reports for management briefings and for sharing with work groups. Oversees the management of time and attendance. Processes incoming and outgoing materials and documents such as local, VISN and national suspense items, correspondence, reports, and other forms of written communication coming to the attention of the VISN 17 HR Consolidation SSBP. Provides professional and clerical advice, support, and assistance to all customers with a view to accomplish the mission of VISN 17 HR Consolidation SSBP and the Medical Center. Tracks HR staffs progress toward meeting all mandatory training requirements, follows up with staff to ensure 100% compliance of the department. Addresses any Environment of Care issues in the VISN 17 Consolidation SBIJ to correct any deficiencies. Maintains and updates as necessary the HR plans for Disaster Preparedness, Automatic Data Processing contingency plan, Fire and Safety, Utilities Management, and Hazardous Materials Management. Maintains the HR Cascade and Call Back Plan. Work Schedule: Monday-Friday 8:00am - 4:30pm. Tour may be adjusted or extended to meet organizational needs. Virtual: This is not a virtual position.
