Administrative Officer

You will serve as a Administrative Officer in Shiloh National Military Park.

Some of the major duties you will perform include but are not limited to the following: This position serves as the Chief of Administration/Business Manager for the organization assigned. The primary purpose of this position is to manage the administrative and business operations of the organization and serve as the principal advisor and management consultant to the Park or Program Manager and the organization's management team for administrative matters. The incumbent is responsible for advising the organization's management team and staff on all administrative matters within the organization and for guiding management and staff toward effective management of the organization's business. The primary responsibility of this position is to provide accurate and reliable advice on a wide range of administrative functions as these apply to the park or program assigned, either as a personal advisory service to the management team and/or by directing (or obtaining services of) specialists, technicians, and clerical support positions in delivering services to managers and employees of the organization. Responsible for keeping the organization's revenues and spending in balance through sound advice and supervision of the staff of the Administration/Business Office dedicated to budget and financial management. Incumbent oversees the following: payroll and timekeeping, bills of collection, payment of invoices, internal controls and audits, and travel services. Serves as the primary liaison with the centralized HR Talent Group, coordinating the identification and communication of personnel needs and receipt of HR services from the centralized HR offices. Ensures that the Park or Program Manager and management team receives sound advice and guidance on position management through collaboration with human resources, including provision of staffing analysis, succession planning, and facilitation of position management reviews. Provides administrative and technical supervision/direction over subordinate business management/ administration staff.

As a condition of employment for accepting this position, you may be required to serve a 1 year probationary period to evaluate your fitness and whether your continuation of employment advances the public interest. This rpobationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
