Administrative Officer

About the Position: The incumbent will provide substantive analyses of administrative programs, operational processes, and resource utilization across this multi-state, multi-mission organization. The position carries delegated authority to represent the Executive Office in dealings with Congressional delegations from six states, senior military officials, and external stakeholders across the District's mission footprint.

Serves as the principal management analyst and advisor to the District Commander and DPM on administrative operations, organizational effectiveness, and sensitive command matters affecting a 500-person, $400 million annual program.

Independently defines analytical objectives, selects methodology, collects and interprets program data, and presents findings with ranked recommendations for command-level decisions.

Manages Requests for Information (RFIs), synthesizes rapidly evolving operational data, and produces executive situation reports and briefing products supporting real-time command decision-making across the New England footprint.

Conducts fiscal year (FY) close-out and start-up operations, including analysis of funding balances, resolution of cost discrepancies, and management of more than 60 concurrent labor codes.

Establishes the administrative baseline — SOPs, correspondence standards, and records management protocols — that division-level admins are expected to follow.

Formulates, executes, and monitors the Executive Office and General and Administrative operating budget of approximately $1.5 million annually.
