Administrative Officer
This position reports directly to the Cape Girardeau Health Care Center (HCC) Associate Chief Nurse (ACN), who reports to the Administrator. The primary purpose of this position is to support the ACN in the overall management and administrative support of medical services throughout the facility. The incumbent serves as the primary administrative advisor and management support for the Primary Care and Mental Health services throughout the facility.
Develops, plans, issues, and implements procedures to comply with directives concerning administrative matters. Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management within the HCC. Provide recommendations and assistance with allocating personnel and workforce resources; Implements personnel and manpower reporting procedures; and conducts onsite surveys and studies to analyze organizational structure, mission, functions, workload, proposed personnel staffing, etc. Completes necessary paperwork for recruitment requests, including position descriptions, forms, and resource management committee requests. Reviews and approves job announcement and generates documentation for the accomplishment of all personnel management actions. Manages the daily operations of Medical Services that do not require clinical decisions, such as integrating and coordinating all service areas from outpatient clinics and operating room and procedural visits and encounters. Prepares and reviews reports involving trend analyses and ensures follow-up in these areas for the facility's clinical programs. Prepares procurement requests, evaluates proposals for work, acts as a COR for procurements, and maintains procurement records. Assists in preparing and reviewing purchase orders for supplies and non-expendable property such as equipment. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
