Administrative Officer

The primary purpose of this position is to provides administrative services for all the Pathology and Laboratory Medicine Service (PALMS) and is responsible for performing all administrative functions that include administration, human resource management, budget and finance, management and program analysis, office support services, document control, logistics, contracting, Group Practice Management, and a variety of other related administrative matters in support of the Laboratory Manager.

Duties include but are not limited to: Serves as the Contracting Officer Representative for PALMS. The duties include preparing procurement requests, evaluating proposals for work, and managing all aspects of PALMS contracting from initial development of a contract to contract termination. Works closely with the PALMS leadership with fund control points and gathers data and analyzes budget needs for each. Incumbent is responsible for formulation and execution of annual budgets including salaries, overtime, travel, education, supplies, equipment, contracting, and all other general operating expenses. Serves as the lead in administering actions concerning merit promotion and position management. Responsible for tracking all suspense and outside requests that come to PALMS to insure completion within the required timeframes. provides direction to the administrative assistants / timekeepers by assigning work, providing guidance, training and direction as assigned by direct supervisor. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
