Advanced Leadership Instructor

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Training and Development, Leadership Development Center, located in Harpers Ferry, WV. Additional selections may be made beyond the total number of vacancies specified using this vacancy announcement. This position is located within the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Training and Development (OTD), Leadership Development Center (LDC) and serves as a primary educator and advisor for high-level CBP personnel, specifically instructing second line supervisors throughout the agency. This position starts at a salary of $143,913.00 (GS-14, Step 1) to $187,093.00 (GS-14, Step 10). Major Duties include: Evaluating, designing, developing, and delivering advanced leadership development curriculum and training programs for GS-13 to GS-15 (and above) supervisors, using adult learning principles (ADDIE/Bloom's Taxonomy) and multiple modalities (classroom, virtual, case studies, and scenario-based exercises). Planning, developing, revising, and initiating programs of instruction to include vertical learning, terminal performance objectives (TPO's), enabling performance objectives (EPO's), course syllabus, cited material, methods of instruction, and modality of training delivery methods to meet new learning needs that broaden the student's understanding. Leading program analysis and continuous improvement efforts using qualitative and quantitative methods (e.g., Kirkpatrick Model, curriculum review and mapping, Level 1-4 feedback, and biannual 360 surveys) to assess impact, identify emerging leadership needs, and recommend new or enhanced leadership programs with potential service-wide impact. Conducting research and benchmarking of leadership development best practices across other federal agencies, law enforcement organizations, and educational institutions, and integrating current leadership and organizational development theories into CBP-specific curriculum and tools. Serving as a primary educator and strategic advisor to senior CBP leaders, as well as the primary educator responsible for faculty instructor professional development, formal classroom evaluations that assess instructor effectiveness, and providing critical feedback (written and oral) for course and instructor improvement.
