The Opportunity

Moonee Valley City Council is seeking an experienced and motivated Advocacy and Grants Lead to play a key role in delivering Council's advocacy agenda and incoming grants program. Reporting to the Manager Advocacy, Communications & Engagement, you will work across the organisation to identify and secure funding opportunities, support the development of high-quality grant applications, and help drive advocacy initiatives that advance Council's strategic priorities and community needs.

This role combines strategic advocacy, government relations, policy analysis and grant development, requiring strong stakeholder engagement skills and the ability to navigate complex political environments. Working closely with internal teams, government representatives, funding bodies and community stakeholders, you will contribute to attracting investment, influencing decision-makers and delivering positive outcomes for the Moonee Valley community.

Key Responsibilities

  • Lead and coordinate Council's incoming grants activities, including identifying, assessing and pursuing funding opportunities.
  • Support business units to develop high-quality, competitive grant applications and funding submissions.
  • Monitor political, legislative and policy developments across local, state and federal government.
  • Contribute to the planning and delivery of Council's advocacy priorities and campaigns.
  • Build and maintain productive relationships with government representatives, funding bodies, industry stakeholders and community organisations.
  • Prepare reports, briefing papers, submissions, correspondence and advocacy materials.
  • Develop communications content and messaging that supports advocacy objectives.
  • Maintain accurate records and reporting on grants, advocacy activities and stakeholder engagement.

Skills & Experience

  • Relevant tertiary qualifications in public policy, political science, community development or a related discipline.
  • Experience in advocacy, government relations, public policy, grants management or a similar role.
  • Demonstrated success in preparing grant applications, submissions, reports and briefing materials.
  • Strong understanding of government processes and decision-making at local, state and/or federal levels.
  • Highly developed written, verbal and stakeholder engagement skills.
  • Strong analytical, research and project management capability.
  • The ability to work objectively, professionally and impartially in a politically sensitive environment.
  • A collaborative and customer-focused approach with a commitment to delivering outcomes.
