The Prince George’s County Department of Permitting, Inspections, & Enforcement is currently seeking qualified applicants to fill an Agency Fiscal Manager (Accountant 4A) grade A27 position in the Administrative Services Division/Budget and Procurement Unit.



About the Position

This position provides financial, budgetary and procurement direction, support and oversight for the Budget Analysts at DPIE. The incumbent in this position is authorized to carry out those duties and responsibilities in accordance with the established performance standards, reporting and justifying tasks and project outcomes to the Associate Director and the Department's chain of command. The incumbent in this position treats all information, administrative or operational matters as strictly confidential, not to be disseminated in any form unless expressly authorized.

About The Agency

The Department of Permitting, Inspections and Enforcement (DPIE) is responsible for coordinating and enforcing standards that control what goes on before, during, and after construction. Staff from nine agencies, who work cooperatively on permit processing, business licensing, plan review, inspection and enforcement comprise Department of Permitting, Inspections, and Enforcement. The Mission of the Department of Permitting, Inspections, and Enforcement is to promote economic development in Prince George's County and protect the safety of County residents, businesses, and visitors through efficient permitting, inspection and licensing services to ensure compliance with established building, zoning and property standards codes.

Examples of Work


  • Manages all financial activities and prepares budgets and monitors all expenditures for the operating, revenue, capital, grants, and special revenue fund budgets for the department.
  • Provides briefings for the Director and the Executive Leadership Management team on budget formulation requirements and makes recommendations.
  • Ensures the preparation of the department’s annual budget formulation and complies with the county’s policies, OMB regulations and timelines.
  • Responds to all questions and inquiries from the Office of Management and Budget and County Council regarding the Department's budget and expenditures.
  • Keeps the Executive Leadership Management team informed of current activities, the result of programs and contemporary ideas that may be beneficial to the department.
  • Serves as a Subject Matter Expert (SME) and provides direction and immediate supervision to the Budget Procurement Office (BPO) within the Administrative Services Division of DPIE

Qualifications


Minimum Qualifications:
  • Bachelor’s degree from an accredited College or University in Accounting, Finance, Quantitative Analyses, or Business Administration or a related field.

  • Three (3) years of professional accounting experience.

  • Must possess and maintain a valid driver’s license.

An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered.

Preferred Qualifications:
  • Previous experience in budgeting, financial or fiscal management, or a similar role is preferred with 5-7 years of relevant experience.
  • Excellent written and verbal communication skills, and interpersonal skills.
  • Strong presentation skills
