Position Summary

The Program Manager is the key personnel lead and primary point of contact for a contract in support of the NTIA. This position provides overall contract leadership and integrated oversight for a nine-person, cross-functional team supporting program management, financial operations, analytics, business process improvement, IT portfolio coordination, and administrative mission support. The Program Manager ensures responsive, high-quality performance as NTIA priorities, executive direction, workloads, and reporting requirements evolve.

Primary Responsibilities

  • Provide comprehensive contract and project oversight, including planning, budgeting, resource allocation, implementation, quality management, and compliance with contractual requirements.
  • Serve as the primary interface with the Contracting Officer, COR, TPOC, and other NTIA representatives; facilitate clear communication and timely resolution of issues.
  • Direct staffing, workload prioritization, operational coordination, and mission support across all task areas; maintain an adequate workforce for uninterrupted performance.
  • Lead kickoff activities and organize team participation in Government-requested meetings, executive taskers, operational reviews, and cross-office coordination activities.
  • Monitor performance against objectives, milestones, benchmarks, labor-hour usage, deliverables, and quality standards; adjust plans and resources to maintain performance.
  • Prepare and present monthly operational status reports covering accomplishments, ongoing activities, emerging risks and issues, surge support, staffing, operational metrics, and upcoming work.
  • Establish and maintain risk, issue, action, and decision tracking; develop mitigation and contingency plans and elevate matters requiring Government attention.
  • Coordinate with NTIA offices and external stakeholders to integrate project activities with broader organizational priorities and mission outcomes.
  • Promote collaboration, professional conduct, ethical performance, confidentiality, data accuracy, and continuous improvement across the contractor team.
  • Ensure reports and work products are accurate, timely, objective, clearly written, methodologically consistent, and compliant with applicable federal and professional standards.

Minimum Requirements

  • Master's degree in a related field or current Project Management Professional (PMP) certification.
  • At least seven years of direct project management experience, including at least three years managing large-scale Government contracts or complex financial-management projects.
  • Demonstrated experience leading diverse teams, managing budgets greater than $3 million, and delivering work under tight timelines and regulatory constraints.
  • Proven experience in strategic planning, project controls, risk management, resource planning, quality oversight, and senior stakeholder communication in a Government or financial-services environment.
  • Demonstrated experience supporting operational activities, agile operational environments, executive coordination, and Government mission support operations.
  • Excellent written and verbal communication skills, sound judgment, and the ability to lead effectively in a dynamic, cross-functional environment.
  • Ability to obtain and maintain the Public Trust designation or security clearance required for the assigned work.

Desired Qualifications

  • Experience supporting the Department of Commerce, NTIA, or another federal civilian agency.
  • Experience managing labor-hour contracts, staffing plans, monthly status reporting, invoices, and performance metrics.
  • Working knowledge of federal budget execution, financial management, acquisitions support, audit readiness, and internal controls.
  • Experience with Microsoft 365, SharePoint, ServiceNow, Power BI, Tableau, and federal operational or financial systems.
  • Agile, Lean Six Sigma, SAFe, or other process-improvement certification or practical experience.
