Description
Agreements and Customer Billing Specialist
OCT Consulting is a business management and technology consulting firm that supports Federal Government clients.
We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and
Project Management, Acquisition/Procurement, and Information Technology.
OCT currently has an opening for an Agreements and Customer Billing Specialist to work with our federal client.
This role supports a federal financial management shared services program that provides cost allocation, customer
billing, financial reporting, and customer service operations to multiple federal customer organizations. The specialist
will manage the agreements, routing, and customer communications that keep each customer organization’s funding
and service terms in place.
This position is contingent upon contract award.
Responsibilities and Duties
Day to day responsibilities include:
• Support the annual Service Level Agreement renegotiation, starting about 120 days before fiscal year-end: maintain the plan and schedule, track comments and edits, maintain adjudication tracking, consolidate the final draft by September 15, and prepare panel and routing sheets.
• Prepare draft intra-agency agreement forms (Fiscal Service 7600A and 7600B) in Treasury G-Invoicing, and track their routing, review, approval, and signature with customer organizations and internal budget and finance offices, including repeated cycles during continuing resolutions.
• Coordinate, track, and submit access requests for the program’s billing tools. The client’s IT organization approves and provisions all access.
• Track and report data-provider response times and, when requested, response quality.
• Maintain the content and pages of the customer service SharePoint site, protect PII and Sensitive but Unclassified information, and coordinate with the client’s IT organization on any site changes.
• Support fiscal year-end activities, including queue report tracking and distribution, customer meetings, and guidance communications tailored to each customer organization.
• Serve as backup for the quarterly cost per vendor invoice reports and the monthly customer activity reports.
• Develop training materials and help deliver virtual training to employees who provide data.
• Support ad hoc taskings and process improvement projects as assigned.
Requirements
• Bachelor’s degree in accounting, finance, business administration, public administration, or a related field;
Master’s degree preferred
• 3–6 years of experience in intra-governmental agreements, reimbursable or shared services billing, or federal financial operations
• Experience preparing and routing Fiscal Service 7600A/7600B agreements; experience with Treasury G-Invoicing
• Experience negotiating or administering service level agreements with multiple customer organizations
• Experience with activity-based costing or cost allocation used for customer billing
• Experience maintaining SharePoint site content, lists, and libraries
• Technical writing experience, including standard operating procedures and customer guidance
• Working knowledge of SQL and Power BI or Tableau
• Proficiency in Microsoft Outlook, Teams, Word, Excel, PowerPoint, Project, and SharePoint
• Preferred: FAC-COR certification; CGFM; experience supporting continuing resolution funding cycles
• Must be a U.S. Citizen. Must have lived in the United States for at least three of the last five years.
• Must be able to obtain a favorable preliminary and final fitness determination from the client agency before starting work and maintain it throughout performance. The background investigation is for a Public Trust position and includes a questionnaire, fingerprinting, credit check, and law enforcement agency checks. A client-issued badge is required before any work begins.
• Highly desired: an active Secret or Top-Secret security clearance. The client has confirmed it will accept reciprocity for an active clearance held with another federal agency, which can shorten onboarding.
• Must complete the client’s cybersecurity awareness and information protection training at onboarding and every year after and sign a non-disclosure agreement for Sensitive but Unclassified information.
• Must be able to read, write, speak, and understand English fluently.
• This is a full-time position dedicated to this contract. Work is performed during standard Eastern Time business hours.
• Work is performed at the client’s headquarters in Southwest Washington, DC. Remote work, including from OCT facilities, may be performed with the client’s prior approval. Infrequent travel to other client sites, such as Dallas, TX, and Williston, VT, may be required.
