Analyst Programmer (Government Sector, VBA/ SAS)
Summary
Analyst programmer assigned to an HKSAR government department to work on its Data Collaboration Platform: migrating legacy SAS/VBA/Python/R applications to modern platforms, automating data workflows with ETL/ELT and AI-assisted tools, and supporting deployment, troubleshooting and knowledge transfer.
Salary: $45,000 – $50,000 per month

Selected candidate will be assigned to work in government department and responsible for the Data Collaboration Platform.
Responsibilities:
· Migrating existing applications to modern platforms using new technologies in databases, data warehousing, data governance and AI-driven data workflows
· Collaborate with internal users in analyzing existing business workflows,
· Design and implement a new system for operation efficiency enhancement
· Review and interpret some existing legacy system using SAS, Python, R or VBA codes to understand business logic, data dependencies and processing requirements for the users
· Migrate legacy programs while preserving business functionality and ensuring accuracy of results
· Develop and automate data processing workflows using Python, R and AI Agent workflow systems
· Develop reports supported by ETL/ELT and data virtualization tools to enable data integration and reporting during application migration
· Use AI-assisted development tools to support code analysis, conversion, documentation and testing
· Collaborate with business users, data teams and infrastructure teams to clarify requirements and resolve migration issues
· Document existing logic, conversion rules, technical designs, and operating procedures
· Support deployment, troubleshooting and knowledge transfer to ensure a smooth transition to the new platform
Requirements:
· Bachelor’s degree Holder or above in IT/ Computer Science or related discipline
· At least 4 years of hands-on experience software development experience across both front- and back-end technologies
· Solid experience in programming languages and frameworks including with Python, R, SAS, VBA, and SQL and working with relational databases
· Candidates with solid experience below will be advantageous:
