APLI -Training Manager I

General Description and Classification Standards

Assigned to the Atlanta Police Department Leadership Institute (APLI) Responsible for overseeing various aspects of training and development initiatives for City of Atlanta employees.

Responsible for overseeing various aspects of training and development initiatives for City of Atlanta employees. Leading a team, the manager is responsible for the management of APD Training Materials, coordinating Professional Development Training for staff, administering the APD Certification Program, and revitalizing the current training program. Additionally, this role entails social media management and media creation, encompassing video, graphics, slide decks, flyers, and other promotional materials for both the department and social media platforms. Ensuring staff completion of necessary training courses is also a key responsibility. Acting as a liaison and advisor to organizational leadership, this position facilitates initiatives across the organization, including the Atlanta Police Department.

This seasoned managerial position oversees a team of employees, including Facilitators, Instructional Designers, and Training Coordinators, and is entrusted with significant specialized functions across the city.

Supervision Received

Receives general direction from the Training Director. Work is performed with a high degree of independence; the incumbent exercises judgment in planning, organizing, and executing the training function within established APLI policies.

Essential Duties and Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

  • Manage the design, preparation, delivery, and assessment of training and development programs for City managers and employees.
  • Collaborate with HR professionals to assess and implement organizational development programs, processes, and training initiatives in alignment with organizational strategies.
  • Develop and/or approve content, methods, and materials for training staff, potentially conducting courses.
  • Consult with management on performance, organizational, and leadership matters, conducting needs assessments to enhance employee job performance and overall company effectiveness.
  • Identify City needs for leadership development, succession planning, career management, interpersonal skills, and communication training.
  • Implement new training programs and formats departmentally and citywide.
  • Manage social media presence across departmental channels including Facebook, YouTube, Instagram, and LinkedIn.
  • Track mandatory trainings for the department using the COA Learning Management System (LMS) and upload attendee data for citywide trainings into Oracle.
  • Coordinate trainings for User Agencies and internal staff.
  • Create graphics and media for presentations, events, or other departmental needs.
  • Monitor and analyze social media and training analytics for departmental reporting purposes.
  • May perform other duties as assigned.

  • Training needs assessment techniques and methods for measuring training effectiveness and ROI
  • Build and maintain collaborative relationships with department leaders, subject matter experts, and outside vendors
  • Plan, organize, and manage multiple training initiatives, projects, and deadlines concurrently
  • Supervise, mentor, and develop the performance of training staff
  • Adult Learning Experience; preferably Law Enforcement

Minimum Qualifications

Education and Experience

Bachelor’s degree in related field, and eight (8) years related work experience.

Licensures and Certifications

  • Organizational Development Certificate
  • Master Facilitator or senior facilitator, and a license in Microsoft.
  • A recognized training or talent development credential is preferred, such as ATD's Certified Professional in Talent Development (CPTD), APTD, or SHRM-CP/SHRM-SCP
  • [Industry-specific certification, e.g., OSHA 10/30-Hour, forklift trainer certification, first aid/CPR instructor certification] may be required depending on assignment and the training content delivered

Work Environment

Lifting Requirements: Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.
