Application Development Officer
Role overview
We are seeking a hands-on Oracle HRMS techno-functional consultant to support, develop, and enhance Oracle E-Business Suite HRMS applications. This role requires strong technical expertise combined with solid functional knowledge of HR and payroll processes, with active involvement in payroll cycles and business-critical support.
Key responsibilities
Applications development & support
Maintain and support Oracle E-Business Suite HRMS modules (Core HR, Payroll, OTL, and custom applications)
Provide end-to-end techno-functional support across HRMS systems
Troubleshoot system issues and resolve application bugs to ensure operational continuity
Support payroll teams during monthly payroll runs, ensuring smooth execution and timely issue resolution
Design, develop, and enhance system functionality using Oracle EBS tools and methodologies
Perform system upgrades, patching, and performance tuning
Technical development
Develop and customise solutions using PL/SQL, Oracle Application Framework (OAF), and Oracle Workflow
Work on RICEW components including reports, interfaces, conversions, extensions, and workflows
Develop reports using XML Publisher and support Fast Formula configurations
Contribute to integration with other Oracle modules (Finance, SCM) and third-party systems
Project delivery & governance
Estimate development timelines and deliver within agreed deadlines
Ensure compliance with data governance, security standards, and best practices
Prepare technical documentation, test scripts, and support SDLC processes
Conduct system testing and quality assurance
Stakeholder engagement & training
Collaborate with business users and analysts to gather requirements and deliver solutions
Provide training and knowledge transfer to end-users
Support communication with internal stakeholders and external vendors
Team support & continuous improvement
Provide guidance and on-the-job training to junior team members
Contribute to process improvements, system optimisation, and innovation initiatives
Support reporting and performance tracking within the department
Key requirements
Technical expertise (mandatory)
Strong hands-on experience with:
- PL/SQL
- Oracle Application Framework (OAF)
- Oracle Workflow
- Proven experience working with Oracle E-Business Suite HRMS (R12.2.X)
Functional knowledge (essential)
Solid understanding of Oracle HR and payroll processes
Experience supporting payroll cycles and resolving payroll-related issues
Experience
Minimum 8 years of techno-functional experience in Oracle EBS HRMS
Demonstrated hands-on project experience (not just theoretical knowledge)
Recent and relevant exposure to required technologies
Additional skills
Experience with Fast Formula, XML Publisher, and RICEW components
Knowledge of Oracle APEX, Forms, Finance, or SCM modules is an advantage
Strong analytical, problem-solving, and multitasking abilities
Effective communication and stakeholder management skills
Qualifications
Bachelor’s degree in Computer Engineering or related discipline
Additional information
Understanding of GCC working environment is advantageous
English proficiency required; Arabic is a plus
