Architect (Facility Assessments Program Manager)

This position is located in the Architect of the Capitol (AOC), Office of the Chief Engineer (OCE). This position will perform management for Facility Condition Assessment and studies with emphasis on projects involving work derived from the facility condition assessment database, and new or existing facilities and other requirements from the master plan. Proposes a life cycle implementation plan, rough order of magnitude budget, and timeline for each project.

Program Management (50%) Manages the AOC Facility Condition Assessment (FCA) Program. Develops the Annual Program funding request and maintains the short-term and long-term program schedule. Develops the Statements of Work (SOW)and manages facility assessment survey and deliverables. Reviews assessment, finding/work elements, proposed funding sources, rough order of magnitude costs, and proposed construction starting year. Collaborates with Jurisdictions on assessment surveys and conducts internal team and contractor team meetings and charrettes to review assessment findings. Conducts report submission reviews with architects and engineers who are experts in related fields. Identifies critical maintenance and repair needs for AOC facilities. Manages the Agency's backlog program, overseeing the integration of FCA findings into the CMMS and ensuring accuracy and consistency of backlog data. Schedules and oversees annual audits to eliminate backlog from completed projects, and collaborates with the Jurisdiction on developing a path for unaddressed findings. Manages contractors revising backlog data and provides revised data to planning team. Manages Historic Preservation Documentation. Supports the 5-year cycle preservation program by developing the program schedule and the Annual Program funding request and developing the Statements of Work (SOW). Updates existing documents and expands database to capture all historic assets and Jurisdictions. Oversees site investigations to ensure documents are up-to-date and reflect current conditions. Researches historic architectural records, building fabric, and preservation documentation and prepares new data entries to supplement existing data. Conducts conceptual definition studies and analyses and establishes preliminary designs and alternatives for a variety of advanced facilities, structures, or systems on proposed new projects for which no precedents are available. Provides professional expertise in evaluating the effectiveness and efficiency of the assessment programs and recommends improvements to management. This involves program assessment, implementation, and structure. Consultant/Contractor Oversight (40%) Provides technical design and management guidance to professional Architect/Engineers (A/E) Firms, Historic Preservation Firms, and Facility Condition Assessment Firms. Serves as the Contracting Officer's Representative (COTR) for Facility Condition Assessment, Historic Preservation Documents, and studies derived from these programs and Capital Complex Master Plan. Monitors contractors for effectiveness in meeting contractual, functional and technical requirements. Recommends action in cases of assessment and deliverable study deficiencies. Recommends use of resources and efforts related to the implementation of the program; and exercises specified contracting officer authority for execution and administration of personal and professional services contracts. Independently supervises indefinite-delivery contracts for facility assessment, planning/programming, historic preservation documentation, studies, and designs when needed. Assists in negotiating contracts and contract changes with organizational elements of the agency, client, consultants, and contractors. Technical Advice and Guidance (10%) Assists with project administration. Contributes to the resolution of technical difficulties that are amenable to changes in approach, criteria or requirements. Facilitates the resolution of finding-related issues and concerns that arise at the Jurisdiction Superintendent level. Provides leadership of the project scope, schedule and budget concerns in the programming phase. Provides technical advice and guidance by briefing the findings of the Jurisdiction-specific FCA work element data in the Capital Improvement Plan development and workshops. Reviews submissions to ensure deliverables align with Historic Preservation Documentation and provides technical advice and guidance. Technical Advice and Guidance (10%) Assists with project administration. Contributes to the resolution of technical difficulties that are amenable to changes in approach, criteria or requirements. Facilitates the resolution of finding-related issues and concerns that arise at the Jurisdiction Superintendent level. Provides leadership of the project scope, schedule and budget concerns in the programming phase. Provides technical advice and guidance by briefing the findings of the Jurisdiction-specific FCA work element data in the Capital Improvement Plan development and workshops. Aids project managers in the commencement of their duties when project funding is enacted by facilitating internal meetings to review project requirements.
