Key Responsibilities
- Lead Alert Review & Sign-off: Oversee and review transaction monitoring alerts generated by automated surveillance systems, ensuring timely and accurate dispositioning of potential money laundering, terrorist financing, and sanctions risks.
- Complex TM Investigations: Conduct in-depth investigations into complex, high-risk transactions and unusual client trading patterns; review and approve investigation rationales and supporting evidence compiled by analysts.
- STR Review & JFIU Filings: Draft, review, and finalize Suspicious Transaction Reports (STRs) for submission to the Joint Financial Intelligence Unit (JFIU), assisting the MLRO in critical reporting decisions and regulatory liaisons.
- Risk Escalation & Account Actions: Escalate material findings, emerging ML/TF typologies, and severe sanctions risks to the MLRO and Senior Management, providing actionable recommendations on account restrictions, exits, or enhanced monitoring.
- System Optimization & Rule Tuning: Partner with Compliance, Product, and Tech teams to refine transaction monitoring rules, thresholds, and scenario models, optimizing system accuracy for high-volume, online brokerage environments.
- Audit & Regulatory Management: Maintain audit-ready investigation records, case management files, and STR logs; lead responses for internal audits, external reviews, and SFC regulatory inquiries related to transaction surveillance.
- MIS & Team Mentorship: Prepare management information system (MIS) reports and metrics for senior leadership; mentor junior team members on investigative techniques, typology identification, and report writing.
Requirements
- Bachelor's degree in Finance, Business, Law, Compliance, or a related discipline.
- Minimum 4 years’ experience in transaction monitoring, AML investigations, and STR reporting within an SFC-licensed corporation, online brokerage, or Fintech/financial institution in Hong Kong, with demonstrated supervisory experience.
- In-depth knowledge of the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (Cap. 615), the SFC AML/CFT Guideline, and hands-on expertise with JFIU STR reporting obligations.
- Proven track record in managing complex alert investigations, identifying sophisticated securities-related ML typologies/red flags, and drafting high-quality STRs.
- Active CAMS (Certified Anti-Money Laundering Specialist) or equivalent AML professional certification.
- Hands-on experience with transaction monitoring systems, high-volume digital environments, and scenario tuning/rule optimization.
- Exceptional analytical, investigative, and report-writing skills, with strong capacity for risk adjudication under time-sensitive constraints.
- Fluency in English and Chinese (Cantonese and/or Mandarin), including proficiency in reviewing Chinese-language transaction and client records.
