Assistant Chief Financial Officer

The Assistant Chief Financial Officer, Financial Management Service, serves as a full assistant to the Chief Financial Officer (CFO) at the Veterans Affairs West Texas VA Health Care System (WTVAHCS).

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The Assistant Chief Financial Officer assists the Chief Financial Officer (CFO) in everyday management responsibilities in close relationship with the Facility Director, staff and operating officials from the various Services of the Medical Center. Acts for the Chief Financial Officer (CFO) in resolving most internal matters within the Service, keeping the Chief Financial Officer (CFO) informed daily on such actions. Functions in an acting capacity in the absence of the Chief Financial Officer (CFO), technically responsible for the full range of finance activities, acting on self-initiative in recognizing problem areas or issues. Duties include but are not limited to: Assists the Chief Financial Officer (CFO) by advising the current historical data necessary for formulating the annual budget program to the Associate Medical Center Director. Assists in assembling, preparing, justifying and forwarding the station plan During the preparation phase of the annual budget. Audits the cost records in the various operating areas where responsibility for budget control has been vested during the execution of the annual plan. Knowledge and understanding of the Veterans Equitable Resource Allocation (VERA). Serves as member of the various Executive Management Committees and representative for Financial Management Service when needed. Assists the Chief Financial Officer (CFO) in developing pertinent financial data and recommending additional sources of or changes in existing reports and controls used in connection with the station fund control program. Cognizant of trends and furnishes the Chief Financial Officer (CFO) with an accurate interpretation of the circumstances. Compiles information from normal accounting and budgeting reports with combined data of non-financial nature to produce comprehensive analyses of program accomplishments in financial terms. Assists in conducting and maintaining an internal Financial Quality Assurance Management (FQAM) review program to ensure that financial policies and procedures of the station are being followed and are effective. This includes auditing of cost control records maintained by other Services. Provides general oversight and communicates regular reports to the Chief Financial Officer and Executive Management on topics such as prior pay period corrections, timeliness of certifications, corrected timecards and other payroll-related topics. Analyzes and provides suggestions to program officials and managers to improve payroll operations and ensure the timely and accurate payment of all staff. Provides general oversight and communicates regular reports to the Chief Financial Officer (CFO) and Executive Management on topics such as outstanding expense reports, unpaid travel credit cards, violations to local travel policy and other items of interest. Analyzes and provides suggestions to program officials and managers to improve travel operations and ensure the efficient expenditure of limited travel funds. Performs other related duties as assigned. Work Schedule: Full time, Monday - Friday, 8:00 am - 4:30 pm Recruitment & Relocation Incentives: May be authorized for highly qualified candidates.
