Assistant Director of Support Services-Administration Building

Essential Duties and Responsibilities

Leadership and Administration

  • Serves as a member of the Library Executive Leadership Team and participates in strategic planning and organizational decision-making.
  • Develops and implements operational strategies that support the library system’s mission, vision, and strategic goals.
  • Provides leadership, coaching, and supervision to managers and staff within assigned departments.
  • Establishes performance expectations and evaluates staff performance.
  • Develops and implements policies, procedures, and operational standards.
  • Leads change initiatives and fosters a culture of continuous improvement.

Operational Support Services

  • Oversees support service functions including facilities operations, maintenance coordination, fleet operations, safety and security, procurement, logistics, and administrative support services.
  • Coordinates and monitors maintenance and repair activities for library facilities and infrastructure.
  • Ensures facilities meet safety, accessibility, and regulatory compliance requirements.
  • Oversees system-wide operational contracts and vendor relationships.
  • Coordinates emergency preparedness and business continuity planning efforts.
  • Develops and monitors operational service standards and performance measures.

Capital Planning and Projects

  • Assists in planning, development, renovation, and construction projects for library facilities.
  • Collaborates with county departments, architects, contractors, and consultants on capital improvement initiatives.
  • Monitors project timelines, budgets, and deliverables.
  • Supports long-range facilities planning and growth initiatives.

Financial Management

  • Develops and administers departmental budgets.
  • Monitors expenditures and ensures responsible fiscal management.
  • Participates in procurement processes and contract negotiations.
  • Identifies opportunities for cost savings and operational efficiencies.

Collaboration and Community Relations

  • Works collaboratively with library leadership and county departments.
  • Represents the library at county meetings, committees, and community events.
  • Establishes productive relationships with vendors, contractors, and external partners.
  • Responds to operational concerns and service issues as needed.

Data, Assessment, and Continuous Improvement

  • Uses operational metrics and performance data to evaluate services and identify areas for improvement.
  • Prepares reports, presentations, and recommendations for leadership and governing bodies.
  • Implements best practices and innovative approaches to improve operational effectiveness.

Minimum Qualifications

Education

Master's degree required in business administration, Public Administration, Library Administration, Operations Management, or a related field.

Experience

  • Minimum of seven (7) years of progressively responsible leadership experience in operations, administration, facilities, support services, or related areas.
  • Minimum of three (3) years of supervisory or management experience.
  • Experience managing multiple projects, budgets, and teams in a complex organization preferred.

Preferred Qualifications

  • Master’s degree in public administration, Business Administration, Library Science, or related field preferred.
  • Experience in public libraries, local government, or multi-site organizations strongly preferred.
  • Experience overseeing facilities or capital projects preferred.

Knowledge, Skills, and Abilities

  • Strong leadership and strategic planning abilities.
  • Knowledge of operational management principles and best practices.
  • Knowledge of facilities management, project management, and organizational systems.
  • Ability to manage multiple priorities and complex initiatives simultaneously.
  • Strong analytical and problem-solving skills.
  • Excellent interpersonal, communication, and presentation skills.
  • Ability to build effective working relationships across departments and organizations.
  • Knowledge of budgeting, procurement, and contract administration.
  • Ability to interpret policies, regulations, and administrative procedures.

Physical Requirements

Work is performed primarily in an office environment with frequent travel to library locations and county facilities. May require occasional lifting, standing, walking, and attendance at meetings or events outside regular business hours.

Working Conditions

Work involves both office and field environments and may require responding to facility emergencies, operational issues, or weather-related events outside normal working hours.

This structure aligns well with executive-level county library positions and leaves flexibility for Fort Bend-specific departments and organizational priorities.

Salary: 45.32 - 56.65 /USD Hourly
