Our client is an established Singapore construction company with a strong track record in building and infrastructure projects. With decades of industry experience, the company continues to deliver major developments islandwide.
We are looking for a hands-on and independent HR Assistant Manager with strong knowledge of Singapore Employment Law and HR compliance. This is a key HR role for someone who can take ownership of day-to-day HR operations with minimal supervision.
HR Operations & Employment Law
- Manage day-to-day HR operations independently and provide timely support to management and employees.
- Provide guidance on Singapore Employment Law, HR policies and statutory requirements.
- Stay updated on changes to employment legislation, MOM requirements and HR best practices, and proactively highlight potential compliance gaps to management.
- Review and improve HR processes to ensure compliance and operational effectiveness.
- Handle employee-related matters and provide practical HR solutions with minimal supervision.
Recruitment & Workforce Planning
- Manage end-to-end recruitment activities, including manpower planning, sourcing, screening, interviewing and onboarding.
- Work closely with hiring managers to understand staffing requirements and recommend suitable recruitment approaches.
- Utilise recruitment platforms such as JobStreet and CareersFuture.
- Take ownership of recruitment activities and proactively follow up on outstanding hiring matters.
Payroll & Compensation
- Act as the key backup to the HR Manager for payroll and salary-related matters.
- Handle and understand salary computation, payroll adjustments, allowances, deductions, leave-related payments and other compensation components.
- Ensure payroll information is accurate, timely and properly maintained.
- Assist in reviewing compensation and benefits matters when required.
Training & Development
- Coordinate employee training and development programmes.
- Maintain training records and support relevant training administration and compliance requirements.
- Work with internal stakeholders and external training providers on training-related matters.
- Support employee development initiatives and other HR projects as required.
Employee Relations & Engagement
- Build positive working relationships with employees and maintain regular engagement with staff.
- Handle employee enquiries, grievances and workplace concerns professionally and promptly.
- Conduct face-to-face exit interviews and proactively gather feedback to identify recurring employee concerns.
- Support employee engagement initiatives and promote open communication between employees and management.
- Demonstrate empathy and good judgement when handling sensitive employee matters.
Job Requirements
- Diploma or Degree in Human Resources, Business Administration or a related discipline.
- Minimum 7 years of relevant HR experience, preferably with experience in the construction, engineering or project-based environment.
- Strong working knowledge of Singapore Employment Law, MOM requirements and HR compliance.
- Experience in payroll and salary matters is essential.
- Experience managing recruitment, employee relations, benefits, statutory matters and training requirements.
