Overview of the role

Delivery of cost management services, including estimating, measurement, and variation evaluation, as well as the selection and appointment of consultants and contractors, payment processing, and administration of agreements and contracts within approved financial limits.

What you will do

Technical
  • Analyse design, prepare cost estimates at different stages of design, e.g., pre-concept, concept, etc.
  • Assist in preparation of the Bill of Quantities.
  • Support, as directed, line manager in provision of quantity surveying and commercial management services for a portfolio of works or a single large project.
  • Advise the team and clients on procurement of projects and consultancy services to meet time, quality, and cost requirements of the development plan.
  • Provide commercial advice to the team and clients to ensure risk is minimized, best value is achieved, and to maximize return on investment on projects developed.
  • Assist in preparation of project development feasibility studies and presentations including collation and interpretation of cost data and benchmarking.
  • Report on project costs, budgets, and risks or opportunities.
  • Provide pre and post contract quantity surveying services for the portfolio or projects including cost estimating, monthly accounts, review of cost and budget forecasts, value engineering, quantum analysis of claims and variation submissions, and final account settlement.
  • Monitor and ensure project insurance policies are maintained in relation to project construction works (professional indemnity, contractors all risk, third party, and other contract insurance requirements).
  • Assist in performing the prequalification of contractors and consultants.
  • Assist in preparing requests for proposal and negotiating agreements for contractors and consultants.
  • Prepare tender evaluation reports and advise on selection of tenderers.
  • Support, as directed, in post contract administration services for consultancy and contractor agreements.
  • Prepare payment certificates for consultants, contractors, and suppliers.
People
  • Attend project meetings and monitor progress of assigned projects to capture quantity surveying and commercial issues.
  • Ensure awareness of the project management team of all pertinent quantity surveying and commercial issues by constant communication and coordination with the project team.
Process
  • Use standard form contracts, in review with group legal, in production of consultant and contractor agreements, agreements of purchase, etc.
  • Comply with and use company forms and processes to ensure internal approvals are obtained in accordance with group policies and the delegation of authority.
Customer
  • Provide the complete service interface between customers and commercial and procurement department and the contractors or suppliers by ensuring service requirements are met in accordance with budget and programme.

Required skills to be successful

  • 4–7 years of experience in quantity surveying and commercial management within the construction industry.
  • Strong experience across major projects, including infrastructure, retail, residential, commercial, high-rise, and hospitality developments.
  • Proven involvement in all commercial aspects of large-scale projects from inception to completion.
  • Solid knowledge of construction processes, cost estimating, measurement, variation evaluation, and contract administration.
  • Strong understanding of FIDIC and other standard forms of construction contracts.
  • Experience working on the client, contractor, or consultancy side (quantity surveying practice preferred).
  • Proficiency in MS Office (Excel, Word, PowerPoint) and AutoCAD; familiarity with measurement software and BIM tools (e.g., Revit) is an advantage.
  • Excellent communication skills with fluency in English.
  • Strong knowledge of the Egyptian construction market and local practices.
  • Ability to manage multiple priorities, work under pressure, and deliver within deadlines.

  • Bachelor’s degree in Construction Engineering, Quantity Surveying, or a related field.
  • Professional certifications such as MRICS or MCIOB are preferred.
  • Strong technical foundation in cost management, contract administration, and commercial processes.
  • Proven ability to lead, coach, and develop teams while fostering collaboration and performance.
  • Strong negotiation, stakeholder management, and interpersonal skills.
  • Demonstrated ability to apply industry best practices and ensure compliance with project and contractual standards.
