Assistant Manager / Manager, Capability Development (Airport Operations)

Help build the future workforce of Changi Airport

Airport operations are becoming increasingly digital, automated and data-driven. As technology transforms how airports operate, the skills needed to run a world-class airport are evolving too. We are looking for a capability development professional who is passionate about helping people learn, adapt and thrive in a changing environment. In this role, you will drive learning and capability-building initiatives across the Airport Management Cluster, helping our workforce develop skills in areas such as systems thinking, AI, automation, and digital operations.

Key Responsibilities

  • Build Future Airport Management (AM) Capabilities
    • Design and deliver learning programmes that strengthen systems thinking, problem-solving, innovation and digital competencies across the AM Cluster.

  • Facilitate workshops, simulations, hackathons, and action-learning initiatives that support transformation and capability building.

  • Partner with business leaders to identify future skill requirements and address capability gaps.

  • Enable Transformation & Technology Adoption
    • Support capability-building efforts in areas such as AI, automation, digital tools and data-driven decision-making, including enabling operational teams to prototype practical in-house solutions using low-code platforms, generative AI, dashboards and analytics tools.

    • Translate emerging technology trends into practical learning interventions for operational teams, with emphasis on resilience thinking, contingency planning and manual fallback procedures where automation or digital systems may fail.

    • Work with stakeholders to drive learning and adoption of new ways of working.

  • Lead Learning & Development Programmes
    • Manage learning programmes across the Airport Management Cluster, from needs analysis and programme design to implementation and evaluation.

    • Partner trainers, vendors, and stakeholders to deliver impactful learning experiences.

    • Oversee learning governance, budgets and reporting.

Role Requirements

  • Bachelor’s degree with at least 3-5 years of experience in Learning & Development, Capability Development, Organisational Development, Operations Transformation or related fields.

  • Experience supporting transformation, technology adoption or digital capability-building initiatives.

  • Strong facilitation, stakeholder management, and programme management skills.

  • Good understanding of emerging technologies such as AI, automation, data analytics and digital workplace tools, and how to upskill non-technical staff in these areas.

  • Curious, proactive, and passionate about developing people and capabilities.

It Would Be A Bonus If You Have

  • Experience with Design Thinking, Agile, Scrum or similar methodologies.

  • Experience leading innovation challenges, hackathons or transformation initiatives.

  • Experience in aviation or other complex ops-intensive environments.
