Assistant Plant Manager (East Sector)
Key Responsibilities
Production Execution
- Produce concrete according to the Command Centre’s daily production schedule (quantity, grade, slump, and delivery timing).
- Optimize batching cycle time to achieve plant utilization of at least 85% of rated capacity.
- Manage balance concrete returns – ensure reprocessing or disposal via NEA-approved methods only.
Quality Assurance (SS EN 206)
- Enforce full compliance with BCA RMC plant certification requirements and SS EN 206 standards.
- Ensure all mix designs used are BCA-approved and produced within permissible tolerances (water, admixture, cement).
- Oversee in-process quality checks (slump, temperature, unit weight) and coordinate external laboratory sampling as required.
- Investigate and document every non-conforming concrete disposition; implement corrective actions.
Command Centre & Logistics Integration
- Provide real-time plant status updates to the Command Centre (uptime, breakdowns, material shortages, batch queue).
- Coordinate loading sequence and bay allocation with the Logistics Manager to minimize truck waiting time.
Raw Material & Inventory Management
- Monitor daily stock levels of cement, aggregates, admixtures, and water.
- Perform incoming material quality checks (moisture, grading, silt content, cement temperature).
- Report any potential shortage of critical materials to the Assistant Operations Manager.
- Conduct monthly physical stock reconciliation against system records.
Plant Maintenance & Reliability
- Execute and document the preventive maintenance schedule (weekly, monthly, quarterly) for batching plant, silos, conveyors, compressors, and weigh scales.
- Maintain calibration records for all weighing systems as required by BCA/ISO/HDB.
- Respond to any plant breakdown within 30 minutes.
- Keep a minimum inventory of critical spare parts (load cells, motors, belts, pumps).
Safety, Health & Environment (WSH/NEA)
- Implement and update plant-specific risk assessments (RA) and safe work procedures (SWP).
- Ensure dust collectors, silo filters, and water spray systems operate within NEA limits.
- Maintain the washout pit and closed-loop water recycling system; prevent any slurry discharge into drains.
- Conduct a weekly plant safety walk and a monthly WSH toolbox meeting.
Plant Staff Management
- Directly supervise batchers, plant technicians, loader operators, cleaning crew, and Cubeman (QC worker taking samples at plant/sites).
- Prepare shift schedules to cover night pours and weekend works.
- Train all plant staff on batching software, emergency stop procedures, and safe material handling.
- Enforce discipline, attendance, and proper use of personal protective equipment (PPE).
Reporting & Continuous Improvement
- Submit a daily production report (volume, downtime reasons, waste, stock usage) to the Command Centre and Operations Manager/Assistant Operations Manager.
- Report any quality, safety, or environmental incident within 2 hours.
- Propose plant upgrades to improve the Command Centre’s ability to meet customer demand.
