Assistant Program Manager with NV1
Description
a. a degree or higher in project or program
management, or a project management certification (for example PMI Program
Management Professional, PRINCE2 Practitioner, an Agile certification, or AIPM
Certified Practising Project Director or Project Manager);
b. at least 10 years of industry experience
in program management;
c. NV1 clearance; and
7. Highly desirable. More than 12 years of
project or program support, preferably in secure Defence ICT, with experience
developing program artefacts; proven program manager experience; leadership and
communication; understanding of business processes and strategy; and excellent
MS Office and Atlassian Jira knowledge.
8. Desirable. Project or program management
qualification and practice; a detailed understanding of the Defence Capability
System policy and processes; network integration experience at tactical and
operational levels within the ADF, including strategic network boundary
interfaces; stakeholder management; organisational and project risk management;
delivery within the PGPA Act; and agile project software.
9. Duties. The role supports the LNIC
Program of Work; coordinates external work take-on and internal tasking,
including scope, deliverables, resources and schedules; develops LNIC project
management processes and manages the Program Support Officer outcomes; supports
risk practice and secretariat functions for Joint, Coalition and industry
engagements; supports simple and complex procurement under the Commonwealth
Procurement Rules; plans LNIC support to exercises (Talisman Sabre, Mercury
series, Joint Warfighting); and attends weekly team and monthly board meetings,
with possible chairing and Gate Review support.
10. Reading of the role. LNIC is a technical
organisation, and the Statement of Work asks for a program manager with a
"strong background in both communications engineering and systems
engineering" so they can translate technical concepts into executable work
packages. The role is therefore a Defence network-integration program
coordinator, not a generic project manager. Evaluation criteria are not in the
RFQ template extract ([NOT FOUND]); Sunstone should check them on SME Gateway.
