Assistant Superintendent I / Irrigation & Utilities Supervisor

Job Summary/Overview

The Assistant Superintendent of the Utilities department oversees the work of the staff involved in the construction, maintenance, and repair of the water distribution (potable and reclaimed) system and work involving the gravity and force main sanitary sewer systems, supervision is exercised over any combination of Irrigation and Utility Technicians and helpers. This position supervises the daily operations of the utility operations, ensures compliance with safety requirements, provides training, coaching, performance evaluations and will interact with and oversee the performance of outsourced utility contractors.

Essential Duties and Responsibilities

  • Monitors and directs crew activities to ensure safety and water quality or other policies are followed
  • Represents the Management Company to citizens in resolving service requests and complaints and contacts property owners, contractors, utility company employees, and other departments to coordinate the completion of service requests or to resolve problems; at the department heads direction.
  • Coordinates the daily use of equipment
  • Coordinates activities with other departments, to accomplish work tasks;
  • Enforces safety regulations and directs barricading and traffic control when needed;
  • Prepares investigative reports and supports the safety coordinator in regards to accident and injury
  • Calls or electronically generates requests for locate markings before construction projects begin; should be familiar with 811 locates.
  • Maintains phone contact with all assigned staff and arranges for the delivery of materials and equipment to job sites;
  • Pre-inspects job sites to determine the scope of work
  • Prepares field drawings of work performed; maintains copies of and records new updates on as-builts for future reference
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Water Distribution:

  • Supervises and evaluates the work of crews engaged in maintaining, monitoring, constructing, installing, replacing or repairing water mains and service lines of various sizes, or supervising crews engaged in specialty operations.

Wastewater Collection:

  • Supervises and evaluates the work of employees engaged in the operation maintenance, cleaning, inspection, preventive maintenance, repair and construction of the property’s sanitary sewer system;
  • Orders and accepts delivery of chemicals, equipment and materials while monitoring contractors, at the request of the Senior Manager, Community Sustainability.

811 Locates:

  • Supervises and evaluates the work of employees engaged in marking utilities including water and sewer infrastructure;
  • Responds to damaged and unknown utilities to investigate and determine responsibility;
  • Uses current information to determine locates for large or difficult projects.

Supervisory Responsibilities:

  • Assist in the hiring, counseling, and termination of employees as necessary including problem resolution and documentation.
  • Carries out supervisory responsibilities in accordance with the company’s policies and applicable laws.
  • Responsibilities include training employees; planning, assigning and directing work; interacting with vendors; addressing complaints and resolving problems.
  • Write and conduct employee reviews, disciplinary counseling and/or write-ups, as approved by superiors.
  • Problem solving and employee counseling.

Working Conditions

The working conditions described are typical of those an employee encounters while performing the essential functions of the job.

Some work required in tight spaces. While performing the duties of this job, the individual will be required to reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and smell; will regularly be required to stand, walk and will frequently be required to sit, use hands to finger, handle, feel or smell. Vision requirements are close, distance, color, and peripheral vision, depth perception, and the ability to adjust focus.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. This position is regularly exposed to wet or humid conditions and standing water. Exposure to high temperatures (95 degrees and above), high humidity (80% and above) and a variety of weather conditions is common. The typical noise level is quiet to very loud.

Involves exposure to raw sewage, blood, body fluids, or tissues, although situations can be imagined or hypothesized under which anyone, anywhere, might encounter potential exposure to body fluids. Possible exposure to particulates and organic vapors.

Physical Requirements

Physical demands are those of a property management site environment. While performing the duties of this job, the individual will:

  • Occasionally be required to reach with hands and arms, balance, stoop, kneel or crouch.
  • Regularly be required to stand for long periods, walk, and lift up to 50 pounds.
  • Occasionally be required to climb ladders.
  • Work outdoors in all kinds of weather conditions, including extreme heat.
  • Be required to speak and hear.
  • Position will also involve exposure to cleaning solutions/chemicals.
  • Involves none to minimal exposure to blood, bodily fluids/tissues, although situations can be imagined or hypothesized under which anyone, anywhere might encounter potential exposure to bodily fluids.

Organizational Relationships

This position maintains a close working relationship with all other work groups including the Parkway Trades, the SCA staff and the OTOW Real Estate of Pinellas, LLC and Rental staff. This position maintains a very close working relationship with the Parkway Service Department, Emergency Service and Community Association.
