JOB SUMMARY

The ICL PROS (Personalized Recovery Oriented Services) Program offers rehabilitation, counseling, therapeutic activities, and peer support each day to individuals living with severe mental illness. The Associate Program Director works under the general supervision of the Program Director and assists in the supervision and management of the program. The Associate Program Director will function as the back up to the Program Director and is the lead administrator in the Program in the absence of the Program Director. The mission of the PROS Program is to provide a safe, supportive, and therapeutic environment where an individual with mental illness can explore, identify, and strive to achieve recovery from the disabling effects of their mental illness. The array of services, participant driven, will be developed based on individual need, wellness self-management, recovery goals, and will assist the individual in achieving personal life goals.

ESSENTIAL JOB FUNCTIONS: List all essential job duties.   • Assists the Program Director in the management of all aspects of program to ensure the provision of quality clinical, recovery and rehabilitative services to mentally ill adults.
  • Assists the Program Director in managing the budget for the program, personal services and non-personal services.
  • Supervises the clinical staff as assigned and meets regularly with direct reports
  • Assists the Program Director to recruit, hire, train and evaluate assigned staff and provides and/or coordinate in-service training for staff development.
  • Assists the Program Director to oversee and monitor case records, and other forms of, documentation to ensure that all internal and external standards are met.
  • Assists in conducting Utilization Reviews as assigned by the Program Director and participates in other quality assurance activities including consumer satisfaction surveys.
  • Helps to oversee completion of incident reports, and may assist in facilitation of quarterly incident review meeting on a program level, and may participate in the agency-wide incident review committee.
  • As assigned assists in the coordination and monitoring of master group schedules to ensure that groups offered are developed from service definitions and meet the individual needs of program participants as determined by their IRPs.
  • Assists the Program Director to collect, review, and analyze data (including but not limited to outcome measures), report on trends to address barriers to effective treatment and utilization.
  • Maintains collaborative relationships with service providers in community and ensure ongoing linkages for service coordination.
  • Prepares for program audits, assuring adherence to regulations.
  • Seeks new resources and information on evidence-based practices, including Wellness Self-Management, Family Psychoeducation, Medication Management, Co-occurring Disorders, Individual Placement and Support (IPS) employment methods, and ensuring staff implementation of these practices.
  • As assigned works with regulatory organizations to develop new treatment initiatives.
  • As assigned, may collaborate with agency-wide mental health programs to provide coordinated care.
  • Assists Program director to develop and oversee programming that promotes vocational outcomes.
  • May assist in overseeing program billing functions and service hour documentation systems.
  • Assists Program Director oversee any and all activities necessary to comply with requirements of Managed Care
  • Participates in staff training in and promotes staff utilization of Evidenced Based Treatment Interventions.
  • Develops the supervisory skills of assigned staff as appropriate.
  • Helps to ensure that program recordkeeping and billings systems are intact and reliable.
  • Assists Program director assure that program operates in a manner consistent with agency policy and goals and OMH and other governmental regulations
  • As assigned completes weekly, monthly, quarterly, and year-end reports.
  • In the absence of the Program Director, assumes lead responsibility for managing the program.
  • Assumes other responsibilities and tasks as assigned

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

  • Good knowledge of the resources available in the community to support treatment plan goals.
  • Ability to master Electronic Health Record and all other software required to operate the program.
  • Ability to lead a multi-disciplinary staff of professionals and paraprofessionals in providing treatment services and ability to from and maintain effective teams.
  • Good knowledge of the components of a comprehensive treatment plan.
  • Good knowledge of the policies and organization of the regulatory agency and applicable legislation, regulations and rules.
  • Good knowledge of the principles and practices of supervision.
  • Basic knowledge of best practices, evidence-based treatment, and general treatment techniques.
  • Ability to plan and organize treatment services, and to provide supervision and leadership to a culturally diverse group of staff.
  • Ability to form and maintain effective relationships with community and local and state government representatives.
  • Ability to assist in the preparation of written proposals for new or expanded treatment services.
  • Ability to identify from the record and from observation, deficiencies in individual treatment plans.
  • Ability to interact with auditors, regulatory bodies, clients, staff, colleagues, public, other agencies and their staff and third party insurance personnel.
  • Excellent oral and written communication skills.
  • Ability to efficiently and effectively manage resources, including money, material, time, and people

QUALIFICATIONS AND EXPERIENCE

Education: Licensed Mental Health Counselor or Licensed Master or Clinical Social Worker with current, valid NYS registration. Continued employment is conditioned on the ability to maintain professional licensure, current registration and unrestricted participation in the Medicaid and Medicare programs.

Experience: Two years minimum postmaster’s clinical experience providing services to adults with serious mental illness and co-occurring substance use disorder. At least 1 year of administrative and/or supervisory experience. Must have an excellent understanding of state and city OMH, and Medicaid regulations.

Preferred: Experience with PROS program is preferable though not required; trainings in Wellness Self-Management, Family Psycho-Education and Motivational Interviewing.
