SALARY: $4,342.71 - $6,416.16 Biweekly / $112,910.46 - $166,820.16 Annual

LOCATION: San Leandro, CA and Concord, CA (regular on-site work at both office locations is required)
The Regional Center of the East Bay (RCEB) is one of 21 Regional Centers that are community-based, private non-profit corporations under contract with the California Department of Developmental Services. RCEB provides intake, assessment, diagnosis, and coordinates community-based services for over 25,000 children and adults with developmental disabilities in Alameda and Contra Costa counties.
RCEB envisions a future where persons with developmental disabilities are truly a part of the community. Persons with developmental disabilities receive supports and services they need to succeed. The supports and services change as the need changes.
In our dream, children with developmental disabilities live with families in typical communities. Many choose to attend their neighborhood schools and play with neighborhood friends. Adults with developmental disabilities live in the residence of their choice – with family members, with friends, or with their spouse / significant other. They engage in activities of their choice – work, volunteering, education, training, or leisure. They have meaningful relationships with friends and coworkers and are seen as valuable, contributing members of their communities.
ROLE DESCRIPTION
The Associate Director, Client Services and Equity provides leadership and strategic direction to identify and advance equity initiatives for the participants and families served throughout the Regional Center of the East Bay (RCEB).
This position will oversee the development, implementation, advancement, and evaluation of equity focused policies, initiatives, and programmatic activities. This position will drive change management and program design, ensuring a balance in meeting community needs despite rapid system changes.
This position will assist with monitoring purchase of service data as an element of the performance contract with the Department of Developmental Services (DDS); and also oversee the staff of the Language Access and Cultural Competency programs.
DUTIES AND RESPONSIBILITIES:
- Oversee case management-related units of a new initiative of the RCEB bridging services for the community through case management activities.
- Oversee functions of case management and participate in developing equity-based initiatives in traditional services and the Self-Determination Program.
- Integrate equity into organizational operations, policies, practices and systems affecting workforce efforts.
- Serve as the equity expert on RCEB purchase of services, demographics, outcomes, and culturally competent, person-centered engagement strategies.
- Previous experience overseeing budgets, managing program budget expectations and, where required, implementing financial controls.
- Lead initiatives to assess and improve available information and services for those relying on services provided by the organization.
- Deliver comprehensive, high caliber reports, material for use by employees, clients, families, Board of Directors, and other community partners.
- Ability to effectively communicate with a variety of audiences through various media, including written reports, presentations and open-discussion settings.
- Lead cross-departmental coordination and integration of equity strategies to ensure inclusive policies, programs, and practices.
- Serve as a subject matter expert in understanding the drivers and factors leading to persisting inequities and cultural disparities, primarily in purchase of services provided through the regional center.
- Oversee the Language Access and Cultural Competency team.
- Take a lead role in the developing, implementing, and monitoring the performance contract with the Department of Developmental Services (DDS) to ensure alignment with equity goals and compliance requirements.
- Perform other duties as assigned or required.
EXPERIENCE AND CAPABILITIES:
- Deep expertise in understanding the principles and service delivery systems within the Regional Center system, including the traditional and self-determination program.
- Extensive experience implementing equity programs, principles of change management, and best practices for community engagement and training.
- Demonstrated knowledge and understanding of Person-Centered Thinking and Planning principles, and the requirements and protections of the Lanterman Act, preferred.
- High level of sensitivity, judgment and discernment in handling complex, specialized proposals with competing priorities.
- Previous experience overseeing budgets, managing program budget expectations and, where required, implementing financial controls.
- Experience using data and performance metrics to measure programs, projects and initiative at both organizational and departmental levels.
- Communicates effectively with a variety of audiences through various mediums, including written reports, presentations and open-discussion settings.
- Exceptional analytical and problem-solving abilities, with a track record of driving results and achieving objectives.
- Strong organizational skills and ability to prioritize multiple projects effectively.
- Ability to pivot and maintain professionalism.
- Be solution-oriented.
EDUCATION:
- Bachelor’s degree and 7 years of related work experience in diversity, equity, inclusion, with a focus on strategy development, implementation and management.
- Master’s degree with 5 years of related work experience in diversity, equity, inclusion, with a focus on strategy development, implementation and management.
- At least five years of experience working with or supporting individuals with intellectual and developmental disabilities and their families, including experience in case management, program development, service equity, or related services. Experience within California’s regional center system is preferred. Previous management experience required, to include team-building, leadership development and performance management.
- Experience working in a multi-cultural environment is a plus.
- Ability to communicate in languages other than English is a plus.
- Automobile and valid driver’s license required.
