At Episcopal Community Services (ECS), employees work with participants who may be experiencing homelessness, behavioral health conditions, substance use challenges, and other difficult life circumstances. While this work is meaningful and mission-driven, it can at times be stressful, demanding, or unpredictable. Employees are expected to exercise sound judgment, remain aware of their surroundings, follow established safety, communication, and de-escalation procedures, participate in all required trainings, and promptly report incidents, threats, injuries, or unsafe conditions, in accordance with ECS policies and procedures.

This position is a fully onsite, client-facing role that requires in-person interaction and direct service delivery to participants at ECS program locations. Due to the essential nature of the duties and the need for consistent in-person engagement with clients, remote work or work-from-home arrangements are not available for this position.

SALARY:

External Candidates: $117,106 - $118,863

Internal Candidates: $120,620 - $122,377 Based on Longevity

PROGRAM AND RESPONSIBILITIES SUMMARY:

Episcopal Community Services is launching a new housing partnership and landlord relations team. If you have real estate or sales experience and looking to do something different to improve the lives of your unhoused neighbors this is the job for you. Under the Director of Scattered Site Housing the Associate Director of Scattered Site Housing is responsible for leading agency-wide efforts to effectively market scattered site housing subsidy programs to new and existing landlords and property managers with the goal of expanding the number of units available to clients receiving rental assistance. The Associate Director of Scattered Site Housing will provide oversight to the Landlord Liaison team. This team will work to identify permanent housing units in the rental market throughout the Bay Area, develop partnerships with landlords to overcome barriers that prevent subsidy holders from obtaining permanent housing.

SUMMARY OF DUTIES AND RESPONSIBILITIES:

  • Perform landlord outreach efforts including meeting with various interested parties to discuss the advantages of participating in ECSs scattered site programs and facilitate presentations to associations, realtor groups and potential partners.
  • Coordinate landlord outreach efforts with local partners to include apartment associations, Board of Realtors, tenant council's and other community partners with an emphasis on recruiting additional property owners willing to lease their properties to clients.
  • Participate in conferences where property owners/investors and managers are present.
  • Partner with the data team to ensure rental unit inventory database is maintained.
  • Perform continued research on landlord liaison best practices work.
  • Research, coordinate and conduct informational and educational seminars for property owners/property investors/managers.
  • Report updates and progress to ECS leadership team.
  • Develop and maintain a network of professional contacts in the property management and real estate industry.
  • Review and oversee a quick turnaround on inspections and rent reasonable studies as needed to secure units.
  • Work closely with the Housing Stabilization and Housing Coordination teams providing supportive services to clients.
  • Administer and monitor usage of funding to hold units to ensure a timely move-in process for clients.
  • Negotiate and draft formal MOUs on a case-by-case basis that provide preferred access to available units.
