The Deputy Executive Director (DED), Office of Procurement (OOP) and Deputy Senior Procurement Executive (DSPE) serves in the Office of Procurement. The DED/DSPE manages and oversees critical aspects of the Department-wide procurement program, one of the largest in the Federal government.
The Associate Executive Director (AED), Office of Procurement Policy, Compliance, Innovation & Engagement and Deputy Senior Procurement Executive (DSPE) serves in the Office of Procurement. The AED/DSPE manages and oversees critical aspects of the Department-wide procurement program, one of the largest in the Federal government. The AED/DSPE is responsible for a full range of programmatic and oversight duties, including formulating VA-wide procurement doctrine and policy; developing and implementing acquisition and risk management; quality assurance, and compliance activities; ensuring the advocacy and representation of the procurement workforce, and conducts the Contracting Officer Warranting Program. The incumbent in this position manages and oversees critical aspects of the Department-wide procurement program, one of the largest in the Federal government, with a combined portfolio value of over $700B and an annual contract spend in excess of $60B. The AED/DSPE is responsible for a full range of programmatic and oversight duties, including formulating VA-wide procurement doctrine and policy, developing and maintaining acquisition enterprise level automated business systems, developing and implementing acquisition and risk management, quality assurance, and compliance activities. The AED/DSPE manages the Contracting Officer Warranting Program ensuring all warrants are issued to individuals who meet the Federal requirements for training and certification.
