Attorney-Adviser (General)

About the Position: This position is located with the U.S. Cyber Command, Office of the Staff Judge Advocate at Fort Meade, MD. If you are currently serving in a permanent, competitive service appointment in the Federal service, and are selected for this position, the appointment will remove you from the competitive service while you occupy this position.

Serves as an administrative and civil law attorney and performs duties related to the Command Ethics Program, external engagements, investigations, civilian personnel law, and other administrative and civil law matters.

Provides leadership, guidance, and administration of the Command’s Ethics Program and serves as a primary Ethics Counselor for all USCYBERCOM military members and civilian employees.

Provides oral and written legal advice, assistance, and opinions on the Joint Ethics Regulations, the Standards of Conduct Act, the prohibited conflicts of interest set forth in 18 USC § 201-291, the Ethics in Government Act, and other statutes.

Advises on complex organizational and personal conflicts of interest, particularly those involving industry, outside activities, commercial technology vendors, and contractor interactions.

Provides ethics advice regarding the development, acquisition, and employment of Artificial Intelligence (AI) and machine learning capabilities.

Develops, executes, memorializes, and improves the Command’s financial disclosure program ensuring timely and accurate submissions of OGE Form 450 and OGE Form 278 for filers.

Conducts training and organizes a command training program on the Joint Ethics Regulation, post-employment restrictions, rules for ethical conduct for Command officials and employees, and other ethics guidelines.

Provides legal advice on the administration and oversight of USCYBERCOM civilian personnel and contractor employees.

Provides advice on investigations, disciplinary actions, hiring actions and policies, and other matters to ensure compliance with federal laws and regulations.

Provides legal advice and representation to command leadership on all civilian employment or labor law lawsuits and board hearings.
