About the Position: This position is located with the U.S. Cyber Command, Office of the Staff Judge Advocate at Fort Meade, MD. If you are currently serving in a permanent, competitive service appointment in the Federal service, and are selected for this position, the appointment will remove you from the competitive service while you occupy this position.

Serves as a Senior Attorney on complex issues involving intellectual property, computer software rights, Artificial Intelligence (AI), contract and acquisition law, Commercially Acquired Information (CAI), technology transfer, and fiscal law.

Provides expert advice and counsel pertaining to technical data and computer software rights, software protection, commercial software licenses, data and software rights issues, and challenges to assertions made by contractors.

Works with USCYBERCOM personnel to help identify patentable inventions and software that can be licensed via patent license agreements, software license agreements, or open-source software licensing.

Advises and assists senior command officials, contracting and agreements officers, and program managers on Federal Acquisition Regulation (FAR) contracts and non-FAR agreements and acquisitions.

Provides legal and policy advice on matters related to sensitive contracting and the acquisition or development of capabilities to ensure compliance with the law of war and U.S. Government and Department of War policies.

Conducts extensive legal and policy research and analysis on a considerable number of issues of an unusually difficult nature regarding highly technical areas relating particularly to cyber and electronic warfare.

Serves as a fiscal law advisor to the Command on issues regarding the proper obligation and expenditure of funds relating to operational and contractual issues.

Provides legal and policy advice on the acquisition and use of Publicly Available Information-Commercially Available Information (PAI-CAI) and data governance/data privacy issues.

Advises senior officials on matters related to the development, acquisition, or use of Artificial Intelligence (AI), to include intellectual property, data governance, and data privacy legal issues.
