We are looking for an experienced Benefits and Value Manager to join our National Infrastructure team and support the delivery of our National Highways service.
This is an opportunity to play a central role in helping our customer identify, plan, deliver and review the benefits arising from major investment projects. You will provide the insight, structure and constructive challenge needed to make benefits measurable, achievable and embedded in effective governance and decision-making.
The role can be performed remotely, with occasional national travel to Birmingham and London for customer meetings, workshops and team activities.
The role:
As a Benefits and Value Manager, you will lead the application of benefits and value-management best practice across customer projects.
You will work closely with project sponsors, project managers, subject-matter specialists and wider customer stakeholders to identify and quantify expected benefits, develop robust Benefits Realisation Plans, monitor delivery and support meaningful post-implementation review.
You will champion a consistent, high-quality approach throughout the full benefits lifecycle: Identify | Plan | Deliver | Review
This is a highly collaborative and customer-facing role. You will facilitate workshops, analyse complex information, test assumptions and dependencies, and provide clear advice that supports business cases, governance and investment decisions.

What you’ll be doing:
Leading benefits and value management
- Providing visible and effective benefits and value-management support to customer sponsors and project managers.
- Helping project teams develop and deliver the benefits and outcomes set out in their business cases.
- Championing recognised benefits-management standards, tools and processes.
- Ensuring compliance with the customer’s internal processes, standards, roles and responsibilities.
- Promoting a consistent approach and high-quality outputs across every stage of the benefits lifecycle.
- Researching the strategic drivers that influence projects and using them to provide context for benefits identification.
- Planning and facilitating workshops that enable stakeholders to identify, explore and agree expected benefits.
- Developing benefits maps and recording outputs consistently using appropriate tools and templates.
- Coordinating the review, agreement and approval of benefits outputs.
- Applying professional judgement and constructive challenge to ensure assumptions are robust.
- Working with a range of stakeholders to identify, test and validate dependencies.
- Establishing and maintaining project Benefits Realisation Plans.
- Defining clear measures, ownership, timescales, dependencies and reporting arrangements.
- Identifying risks to benefits realisation and recommending proportionate responses.
- Providing assurance that planned benefits are robust, measurable and deliverable.
- Supporting the development and maintenance of the benefits elements of project business cases.
- Tracking and reporting benefits throughout the project lifecycle.
- Analysing progress against agreed plans, measures and outcomes.
- Providing relevant, accurate and timely information about benefits delivery.
- Producing clear insights and recommendations to support robust governance and decision-making.
- Working with stakeholders to ensure that benefits are understood, actively owned and maximised.
- Supporting reviews of benefits realisation and lessons learnt.
- Facilitating or contributing to review workshops at appropriate stages of the project lifecycle.
- Capturing lessons relating to benefits processes, tools and templates.
- Using lessons and evidence to support continuous improvement across the customer’s projects.
- Briefing workshop and meeting participants in advance so that objectives, required contributions and expected outcomes are clear
What we’re looking for:
- A deep understanding of the benefits lifecycle and how benefits management supports successful project delivery.
- Proven experience identifying, defining, quantifying, tracking and reporting project benefits.
- Experience developing and maintaining Benefits Realisation Plans, benefits maps or equivalent management products.
- An ability to assess whether proposed benefits are measurable, achievable and aligned with strategic objectives.
- Strong analytical skills, including the ability to interpret highly complex data and information, develop sound conclusions and make clear recommendations.
- Excellent facilitation and presentation skills, with experience designing and leading productive workshops.
- Strong written and verbal communication skills.
- The confidence and credibility to work effectively with project sponsors, project managers, specialists and senior customer stakeholders.
- An ability to provide constructive challenge, test assumptions and explore dependencies.
- Strong organisational skills and the ability to manage priorities across several projects or workstreams.
- A collaborative, customer-focused and improvement-minded approach.
- The ability to work effectively and independently in a remote environment.
- The flexibility to travel occasionally to Birmingham and London.
Desirable experience:
- Experience supporting infrastructure, transport, engineering or other major investment programmes.
- Previous experience working with National Highways or a comparable public-sector customer.
- Experience working in a consulting, advisory, project, programme or portfolio environment.
- Experience supporting the benefits elements of business cases and investment decisions.
- Knowledge of project and programme governance, assurance and reporting.
- Experience embedding benefits-management standards, tools and templates across multiple projects.
- A relevant project, programme, portfolio or benefits-management qualification.
What success look like:
- In this role, you will help establish a clear line of sight between strategic investment, project outputs and measurable customer outcomes.
- Expected benefits will be clearly defined, supported by robust evidence and owned by the appropriate stakeholders. Benefits Realisation Plans will remain accurate and actionable, risks and dependencies will be visible, and decision-makers will receive timely information about delivery progress.
- You will also help strengthen benefits-management capability across the service by improving the consistency of tools, workshops, reporting and lessons learnt. These outcomes align with the role’s responsibility for oversight across the full benefits lifecycle and for supporting continuous improvement.
