Summary:
In accordance with the mission and values of The Village of St. Edward, the Benefits Coordinator and Payroll managers payroll administration, administers employee benefit programs, and maintains compliance with federal and state regulations, serving as the primary contact for payroll and benefits inquiries. This position requires close collaboration with Human Resources and accounting and demands attention to detail, confidentiality, and a service-oriented approach to both internal and external individuals.
Essential Duties/Responsibilities (not an all-inclusive list):
  • Responsible for accurate and timely processing of all payroll related items, including but not limited to the following:
    • processing each bi-weekly payroll for all locations, including entering all appropriate earnings and deductions
    • preparing for payment of all payroll deductions and expenses, including, but not limited to, payroll taxes, tax saving annuities, credit union deposits and garnishments
    • generating appropriate payroll journals, including bi-weekly, monthly, quarterly and year-end reports
    • generating quarterly and annual state and city tax returns, filed by the required dates
    • miscellaneous reports or copies of pay information requested by employee regarding payroll information
  • Trains managers, supervisors and timekeepers (new and existing) how to properly utilize time and attendance software, approvals, attestations, etc.
  • Ensures all eligible new hires are enrolled under Medical, Dental, Vision, Life, STD, and other carriers and providers as required timely and accurately per policies.
  • Assists with enrollment and qualifying life event changes per plan policies.
  • Assists in the off boarding of exiting employees in relation to Benefits & COBRA.
  • Assists with accurate payments during leaves of absences
  • Handles annual Open Enrollment. This may include, tracking employee eligibility, being knowledgeable about various provisions, education of benefits to employees, assisting employees with enrollment, ensuring enrollments in all lines of coverage, providing census, and other data, to carriers.
  • Review and audit Open Enrollment selections as well as the monthly benefit vendor invoices against active/term/COBRA participants.
  • Supports the Village’s commitment to quality customer service
  • Maintains employee confidence, protects payroll data, and safeguards the Organization by keeping sensitive employee, payroll, and human resources information confidential.
  • Exhibits professional conduct and demonstrates company values through all interactions with employees, visitors, and external vendors
Requirements:
  • High school education or equivalent
  • Bachelor’s degree in human resources, Accounting or related field preferred
  • 2-4 years’ experience in payroll with knowledge of payroll and compliance regulations
  • 1-3+ years of experience in benefits preferred
  • Proficiency in payroll software; experience with Paycom a plus
  • Availability to work on weekends, evenings, and holidays to process payroll related items
  • Possess the necessary dexterity to operate office equipment, calculators, computers, etc.
  • Possess the ability to bend, stoop and reach at different angles.
  • Walks, stands and sits intermittently during the day.
  • Must be detailed oriented and precise with documentation.
  • Strong organizational skills, communication and problem-solving skills.
  • Ability to balance multiple priorities and meet deadlines
  • Experience in health care environment is preferred.
