Position Summary

The General Manager serves as the chief operating executive of BVR Commercial Center, LLC, reporting directly to the Tribal Administrator and operating under the governance, policy direction, and strategic oversight of the Big Valley Rancheria Business Committee.

The General Manager is responsible for the overall leadership, management, profitability, and strategic growth of the Commercial Center, providing executive oversight of all retail and commercial operations, including the Big Valley Market, Fuel Station, 24/7 Drive-Thru Smoke Shop, Convenience Store, Beer Cave, Fresh Food Program, Fisherman's Coffee, Full-Service Car Wash, Boat & RV Wash, Starbucks operations (as applicable under operating or licensing agreements), and future commercial enterprises developed by BVR Commercial Center, LLC. This position is responsible for ensuring operational excellence, exceptional customer service, financial stewardship, regulatory compliance, employee development, and the successful execution of strategic initiatives that advance the Tribe's economic development objectives.

The General Manager develops and implements business strategies that increase revenue, improve operational efficiency, maximize profitability, expand commercial opportunities, and position the Big Valley Commercial Center as Lake County's premier one-stop destination for fuel, food, beverages, convenience retail, automotive services, and future economic development ventures while safeguarding the Tribe's investment and promoting long-term economic sustainability.

Essential Duties & Responsibilities

  • Provide strategic leadership and direct all day-to-day operations of the BVR Commercial Center, ensuring efficient, profitable, and customer-focused operations across all business units.
  • Develop and execute short- and long-term business strategies that support the Tribe's economic development goals, increase profitability, and position the Commercial Center for sustainable growth.
  • Oversee all commercial operations, including the Big Valley Market, Fuel Station, Convenience Store, Beer Cave, Fresh Food Program, Fisherman's Coffee Program, Drive-Thru Smoke Shop, Car Wash, Boat & RV Wash, Starbucks operations, Dog Park, and future commercial enterprises.
  • Direct the preparation, implementation, and monitoring of annual operating budgets, capital improvement plans, financial forecasts, and departmental performance objectives while maintaining fiscal accountability.
  • Monitor and analyze key performance indicators including sales, gross profit, net operating income, fuel margins, inventory shrink, labor costs, customer traffic, and operational efficiencies to drive continuous improvement.
  • Ensure exceptional customer service by maintaining high standards of cleanliness, product availability, food quality, competitive pricing, facility appearance, and operational excellence throughout all business units.
  • Recruit, hire, supervise, mentor, evaluate, and develop management and supervisory staff while fostering a culture of accountability, teamwork, professionalism, and continuous employee development.
  • Establish staffing plans, succession planning initiatives, performance management systems, and employee engagement programs that support operational success and workforce retention.
  • Develop and implement innovative marketing strategies, promotional campaigns, loyalty programs, community outreach initiatives, and business partnerships to increase customer traffic, sales, and brand recognition.
  • Identify, evaluate, and recommend new business opportunities, commercial developments, and revenue-generating ventures, including retail expansion, food service concepts, electric vehicle charging, hospitality, tourism, and other economic development initiatives.
  • Ensure full compliance with all applicable Tribal laws, policies, operating agreements, federal and state regulations, health and safety requirements, environmental standards, licensing requirements, franchise agreements, and industry best practices.
  • Direct inventory management, purchasing, merchandising, vendor negotiations, contract administration, cash controls, and fuel inventory reconciliation to maximize profitability while minimizing operational risk.
  • Oversee the maintenance, repair, and capital replacement of all facilities, equipment, fuel systems, underground storage tanks, car wash equipment, buildings, grounds, parking areas, signage, security systems, and related infrastructure.
  • Develop, implement, and monitor comprehensive workplace safety, loss prevention, emergency preparedness, environmental compliance, and risk management programs that protect employees, customers, and Tribal assets.
  • Build and maintain productive relationships with Tribal leadership, vendors, contractors, regulatory agencies, franchise partners, customers, community organizations, and other stakeholders while serving as the primary representative of the Commercial Center.
  • Prepare and present comprehensive operational, financial, and strategic reports to the Manager, Board of Managers, Business Committee, or other governing authority, providing recommendations to improve performance and support informed decision-making.
  • Establish and maintain policies, procedures, internal controls, and operational standards that promote consistency, accountability, efficiency, regulatory compliance, and outstanding customer service across all business operations.
  • Lead organizational growth by continuously evaluating market trends, customer needs, emerging technologies, and industry best practices while positioning BVR Commercial Center as Lake County's premier one-stop destination for fuel, retail, food service, automotive services, and future commercial development.
