Job Description:

Under general supervision, we are seeking a Foster Parent Recruiter who is responsible for identifying, engaging, screening, and enrolling qualified foster families to provide safe, stable, and nurturing transitional care for Unaccompanied Children (UC). This position develops and implements targeted recruitment strategies, builds strong community partnerships, and conducts outreach efforts to expand and maintain a diverse pool of trauma-informed, culturally responsive foster homes. The Recruiter serves as the primary liaison for prospective foster parents and guides them through the licensing and certification process.


Duties and Responsibilities:

  • Develop and implement comprehensive foster parent recruitment plans aligned with ORR and state requirements.
  • Conduct targeted outreach in diverse communities to identify potential foster families.
  • Represent the program at community events, cultural gatherings, schools, churches, mosques, temples, and other community-based venues.
  • Organize and host foster care information sessions, orientations, and recruitment events.
  • Maintain a strong presence across digital platforms, radio, print media, and in-person outreach efforts.
  • Build and sustain relationships with community organizations, faith-based institutions, advocacy groups, and local stakeholders.
  • Collaborate with internal teams to ensure recruitment efforts align with placement and programmatic needs.
  • Participate in community coalitions and cross-agency meetings to enhance visibility and trust in the program.
  • Serve as the primary point of contact for interested foster families.
  • Provide accurate information regarding foster care responsibilities, trauma-informed care, and the unique needs of Unaccompanied Children.
  • Assist families in navigating background checks, home studies, pre-service training, and licensing requirements.
  • Track and monitor applicant progress through the certification and onboarding process.
  • Maintain accurate recruitment records, inquiry logs, and outcome tracking.
  • Prepare regular reports on recruitment activities, conversion rates, and placement readiness.
  • Evaluate recruitment strategies and adjust outreach approaches based on program data and needs.
  • Ensure all recruitment and enrollment practices comply with ORR policies, state licensing regulations, and agency standards.
  • Promote best practices related to child welfare, trauma-informed care, and culturally responsive programming.
  • Maintain strict confidentiality of applicant and client information.
  • Ensure compliance with all applicable employment laws, regulations, and internal policies.
  • Maintain a welcoming environment for families and other community partners.
  • Ensure compliance with HIPAA and PII privacy and security requirements.
  • As with all of our positions, we work as a team and various duties may be assigned at any time including tasks to support other AGH programs/services, cleaning, organizing, child care, attending to the needs of the child in your care or in the office, attendance at meetings, transportation, paperwork, etc.
  • Perform other duties as assigned.

Starting Salary:

$30 per hour
