Budget Analyst

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th SIG CMD (T) 21st SIG BDE 302nd SIG BN at Fort Detrick, Maryland

Perform the full range of planning, programming, budgeting, and execution (PPBE) functions in implementing mission programs.

Analyze program and budget guidance and instructions from higher headquarters with the battalion Senior Budget Analyst to determine impact on signal operations.

Analyze trends in fund utilization and prepares periodic cost and performance reports to compare actual with forecasts.

Review and edit budget requests submitted by companies and staff to assure they conform to agency, OMB and Congressional requirements.

Ensure internal control of obligations/expenses. Verifies that obligations and expenditures occur on a timely basis in accordance with annual work plan, regulatory controls, and are within programmed amounts.

Review input data for correctness, compliance with regulatory guidance, and reasonableness.

Review and analyze travel expenses and interpret applicable Joint Travel Regulations to advise approving officials.
