We are seeking an experienced business analyst to Join a high-calibre, multidisciplinary team driving the strategic modernisation of secure digital infrastructure, advanced computing environments, and high-assurance network capabilities within a major Defence environment. Play a pivotal role shaping early-stage capability lifecycle deliverables-spearheading requirements definition, business cases, and functional specifications that enable the rapid transition of cutting-edge technology into operational capability.

Australian citizens with a Negative Vetting 1 clearance and above will be regarded for this role.

Your responsibilities include:

  • Lead Stakeholder Discovery: Facilitate engaging workshops and requirements elicitation sessions across capability managers, technical leads, enterprise architects, and service-management teams.
  • Develop Detailed Specifications: Author robust Functional and Performance Specifications (FPS), business requirements, and system/subsystem-level solution requirements tailored to cloud and secure infrastructure models.
  • Deliver Gate 1 & Capability Artefacts: Formulate critical Capability Lifecycle Gate 1 / First Pass deliverables, including Business Cases, Epic definitions, User Stories, and Fundamental Inputs to Capability (FIC) documentation.
  • Conduct Fit-Gap & Dependency Analyses: Perform rigorous assessments of requirements completeness, technical constraints, security policies, and system dependencies to de-risk delivery.
  • Ensure End-to-End Traceability: Establish and manage comprehensive Requirements Traceability Matrices (RTM) linking operational business needs through to solution design, verification, and test cases.
  • Support Governance & Accreditation: Collaborate with technical and security specialists to feed into Cyber Threat Assessments, Security Risk Management Plans, and Service Enablement documentation for formal approval boards.

To be successful in this position, you will ideally bring:

  • Technical Toolkit: Strong familiarity with requirements-management platforms (such as ServiceNow or Jira), cloud solution requirements (availability, integration, data, and security), and formal systems engineering frameworks (FPS, RTM, FIC).
  • Experience: Demonstrated track record as a Business Analyst supporting complex enterprise ICT, secure network infrastructure, or capability lifecycle projects, ideally within Defence or the wider Federal Government sector.
  • Core Capabilities: Exceptional stakeholder facilitation and communication skills, with a proven ability to translate complex technical constraints into clear, structured, and auditable requirements documentation.
