MacMore is looking to fill a part-time position for an Experienced Business Analyst for a pending contract award at the Farm Credit Administration.

Business Analyst is a key personnel position and shall perform support activities according to the requirements of the SOW.
Responsibilities:
- Conduct stakeholder interviews to understand workflows, operational constraints, and compliance requirements. Document current roles, responsibilities and decision-making authority. Analyze cross-functional dependencies and escalation points.
- Identify system and data sources that contribute data to discovery. Validate existing integrations, access controls, audit logging, and chain-of-custody mechanisms. Inventory data types, storage locations, custodial patterns, retention schedules, and regulatory boundaries.
- Review current legal hold policies, retention schedules, data governance standards and privacy requirements. Review existing SOPs related to matter intake, preservations, collection, processing, review and production.
- Document the current end-to-end eDiscovery lifecycle.
- Define target eDiscovery workflows aligned to legal, compliance, and privacy requirements. Develop recommendations for future-state data flows and toolsets, access controls, logging and system integrations. Define requirements for preservation, collection, analytics, review, and production.
- Develop implementation timelines including short-term, mid-term and long-term improvements, resource needs and estimated costs.
- Assess existing tools and recommend feature enhancements where applicable. Evaluate and recommend new toolsets to meet preservation and collections needs for on-premises, cloud and mobile data sources. Identify automation and integration opportunities. Any recommended cloud solutions must be FedRAMP authorized and comply with FCA and cybersecurity requirements.
- Prepare documentation that details the deployment requirements sufficiently enough to allow FCA staff to appropriately plan and allocate resources.
- Draft detailed SOPs for every stage of the eDiscovery process. Develop system-specific playbooks. Draft operational templates.
- Conduct document reviews with stakeholders for validation and finalization of SOPs, playbooks and operational templates.

- Experience in requirements gathering and developing procedures
- Experience detailing workflow design
- Experience in business process mapping
- Experience in change management
Preferred Qualifications- Minimum 7 years of recent experience (education may not be substituted for experience) that includes:
- Minimum 5 years of experience as an eDiscovery Business Analyst
- Knowledge of legal tech tools available in the market, including but not limited to Microsoft Purview and Relativity.
- Experience leading User Acceptance Testing for eDiscovery tools and platforms
- Experience working with both legal and technical teams
- Experience and working knowledge of Electronic Discovery Reference Model (EDRM) standards
- Proficient in technical writing and documentation
- Experience in data governance, retention and data systems
- Experience with Microsoft Purview and related Microsoft 365 compliance tools
- Experience with legal hold, preservation, and data-collection best practices
- Experience in information security, access control and auditing practices
