About OMP
OMP is MinLaw's enterprise digital services platform — a common portal and integration hub spanning multiple divisions and case management systems across the Ministry. It gives Members of Public a unified way to access MinLaw services, submit applications, manage appointments, receive notifications, track enquiries, and interact with divisional systems through one platform.
Built primarily on the OutSystems low-code platform, with a cloud-native architecture hosted on Government on Commercial Cloud (GCC), integrating with multiple downstream systems.
What you'll do
- Engage business stakeholders, product owners, operational teams, and external vendors to elicit, analyse, and document business requirements for OMP maintenance, enhancements, and new releases
- Conduct impact assessments and gap analysis for change requests, enhancements, incidents, and integration initiatives
- Analyse existing business processes and recommend improvements to service delivery, user experience, and operational efficiency
- Translate business requirements into functional specifications, user stories, acceptance criteria, process flows, wireframes, and other project artefacts
- Facilitate requirement workshops, solution walkthroughs, sprint refinement sessions, and user acceptance discussions
- Work closely with the Product Manager, Solution Architect, developers, and QA team to ensure business requirements are accurately translated into system solutions
- Support solution design discussions involving OutSystems, AWS services, Amazon Connect, APIs, Singpass/MyInfo, and external system integrations
- Review functional designs and proposed solutions for alignment with business objectives and operational needs
- Assist in release planning, requirement prioritisation, and backlog management
- Support SIT/UAT activities, including test scenario preparation, result collation, defect triage, business validation, and deployment readiness assessments
- Assist with incident investigations, root cause analysis, and service recovery for production issues
- Prepare and maintain documentation, including business requirements, functional specifications, process maps, user guides, training materials, and operational procedures
- Collaborate with cybersecurity, operations, platform, and infrastructure teams to ensure compliance with government policies, IM8 requirements, and system governance standards
- Support change management, stakeholder communications, and user adoption for new OMP capabilities and releases
What you'll bring
- 6+ years of experience as a Business Analyst
- Experience in Agile-Scrum methodology and the end-to-end project lifecycle
- Experience in UAT
- Experience delivering government or public sector digital products, ideally within the GovTech tech stack
- Experience with OutSystems-based delivery
- Experience supporting mission-critical systems in a maintenance and enhancement environment, including legacy tech
- Strong proficiency in enterprise application development, system design, system integration, and cloud-native architectures
- Solid grounding in DevSecOps, CI/CD, and automated testing
- Experience designing, developing, and supporting APIs, workflows, microservices, event-driven integrations, and cloud-based applications
- Working knowledge of security, authentication, authorization, and compliance requirements
- Familiarity with AWS/GCC cloud environments, containerisation, and serverless services
- Strong stakeholder management skills — comfortable working across business users, product owners, vendors, and technical teams
- A plus: experience with case management, appointments, notifications, document management, reporting, or payments integration systems
