POSITION SUMMARY
Position Summary
APV is seeking a Business Analyst / Test Engineer. The role supports requirements analysis, backlog refinement, functional documentation, software testing, User Acceptance Testing (UAT), Section 508 validation, defect management, Independent Verification and Validation (IV&V) coordination, and release readiness across client applications and integrations.
The Business Analyst / Test Engineer works closely with the Project Manager, Technical Lead, software developers, database personnel, client stakeholders, Help Desk personnel, and other technical teams to translate business needs into clear, testable requirements and ensure fixes, enhancements, and releases satisfy approved requirements before production deployment.
DUTIES
- Elicit, analyze, document, validate, and maintain business and functional requirements for system operations, maintenance, enhancements, defect corrections, integrations, and modernization initiatives.
- Facilitate discussions with stakeholders to clarify business needs, functional expectations, priorities, dependencies, and acceptance requirements.
- Develop and maintain user stories, acceptance criteria, functional requirements, traceability artifacts, and supporting SDLC documentation.
- Support backlog refinement and stakeholder prioritization by helping classify and refine operational fixes, defects, enhancements, and new development efforts.
- Maintain requirements and work-item traceability using Azure DevOps, HEAT, or other approved project management and tracking tools.
- Support release scope definition and ensure approved requirements, acceptance criteria, testing expectations, and documentation impacts are identified prior to development and deployment.
- Develop comprehensive test plans, test scenarios, test cases, test data, regression tests, and user acceptance testing (UAT) scripts.
- Execute functional, regression, integration, release-validation, and user-path testing for applications, fixes, enhancements, and integrations.
- Develop and maintain reusable UAT test scripts traceable to approved requirements, fixes, acceptance criteria, user roles, and system components.
- Coordinate and facilitate UAT activities with business users and stakeholders; track results, document findings, and support acceptance of release functionality.
- Record, classify, and track defects through resolution; perform defect retesting and verify corrective actions address documented issues without introducing regression.
- Support Independent Verification and Validation (IV&V) activities by coordinating test evidence, tracking findings, supporting defect remediation, and maintaining traceability through closure.
- Perform Section 508 accessibility validation and support accessibility compliance for public-facing and internal applications.
- Prepare and maintain functional, testing, UAT, release, and supporting technical documentation in accordance with organizational SDLC requirements.
- Support release-readiness reviews by providing test results, defect status, requirements traceability, UAT and IV&V status, and other release-quality evidence.
- Coordinate with technical leads and developers to ensure code-impacting changes receive appropriate functional, regression, integration, and acceptance testing before deployment.
- Support testing and validation of future systems, applications, data platforms, and integrations as part of modernization, migration, or system enhancement efforts.
- Assist with testing and validating fixes arising from production incidents, service requests, and problem tickets.
- Support documentation and testing activities associated with backlog reduction and system improvement initiatives.
- Participate in sprint planning, backlog grooming, release planning, change-control preparation, and other Agile and SDLC ceremonies as required.
- Support knowledge transfer by reviewing existing requirements, functionality, workflows, documentation, test assets, known defects, and operational procedures.
EDUCATION
Bachelor’s degree in Information Technology, Computer Science, Information Systems, Business, Engineering, or a related discipline, or equivalent relevant professional experience.
REQUIRED QUALIFICATIONS
- Minimum of 5 years of experience supporting business analysis, software quality assurance/testing, requirements management, or related SDLC activities.
- Experience supporting federal government or other complex enterprise information systems.
- Experience eliciting, analyzing, documenting, and validating business and functional requirements.
- Experience developing user stories and measurable acceptance criteria.
- Experience supporting backlog refinement, work-item management, and release planning.
- Experience developing and executing test plans, test cases, regression tests, and UAT scripts.
- Experience facilitating or supporting UAT with business users and stakeholders.
- Experience identifying, documenting, tracking, retesting, and closing software defects.
- Experience maintaining requirements-to-test and defect-to-resolution traceability.
- Experience with Azure DevOps, Jira, HEAT, or comparable requirements/work-item/defect-management platforms.
- Experience supporting release documentation and software release-readiness activities.
- Experience with Section 508 accessibility testing or validation.
- Strong analytical, written communication, documentation, and stakeholder facilitation skills.
- Ability to work effectively with developers, technical leads, database personnel, project management, Government stakeholders, and independent testing teams.
- Must be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access. This role supports sensitive federal programs and involves elevated access to systems and data.
- Position requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs.
- Must be authorized to work in the United States without employer sponsorship now or in the future.
PREFERRED QUALIFICATIONS
- Experience supporting federal IT operations and maintenance programs.
- Experience testing .NET/.NET Core web applications and Microsoft Azure-hosted solutions.
- Experience with Azure DevOps Boards and Agile/Scrum delivery.
- Experience testing APIs, integrations, and data-driven applications.
- Familiarity with SQL and database/data-validation concepts.
- Experience supporting public-facing applications and responsive web interfaces.
- Experience with automated testing tools or test automation.
- Familiarity with DevSecOps, CI/CD pipelines, release gates, and secure software delivery.
- Experience working with IV&V teams.
- Experience supporting incident, defect, enhancement, and backlog workflows in production environments.
- Familiarity with Federal SDLC, change-control, and release-management practices.
