The FRTIB is looking for a highly qualified and motivated individual to serve as a Business and Financial Analyst. This Job Opportunity Announcement (JOA) may be used to fill other Business and Financial Analyst, GS-0501-13 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

Applies business, resources, and financial management practices and techniques in support of the Office of Participant Experience.

Provides expert advice and consultation in the development and implementation of effective business operations and financial resource management techniques and methods to support the achievement of the office's programs and functions.

Leads the preparation of budget estimates for major substantive and administrative operating programs of the Office and consolidates estimates into an integrated budget forecast.

Leads general office services which includes, but is not limited to, tasks/activities related to personnel, training, travel, funds management, records management, Govt Purchase Card (GPC) purchases, health and safety, property/space management, etc.

Special selection priority consideration will be given under the Career Transition Assistance program (CTAP) and the Interagency Career Transition Assistance Program (ICTAP) to well-qualified surplus or displaced candidates within the local commuting area. U.S. citizenship is required. All qualification requirements must be met by 09/17/2026. Probationary Period. One-year probationary period may be required. Selective Service. If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under the Selective Service Law. Background Suitability Investigation. Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance. If selected, you may be offered tentative employment until the background investigation has been fully adjudicated. Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of federal service at the next lower grade, GS-12.
