Business and Industry Analyst

This position is part of the Office of the Chief Information Officer, Department of Energy. As a Business and Industry Analyst, you will be responsible for providing acquisition, analytical and program management support for high-priority projects, processes, and initiatives that directly supports both DOE HQ and agency-wide information management and technology solutions.

As a Business and Industry Analyst, you will: Develop and manage contract administration strategies, including vendor integration, work orders, performance monitoring, invoice approvals, and serving as a Contracting Officer's Representative (COR) on complex support service contracts. Develop mature acquisition planning artifacts, including acquisition strategies, Independent Government Cost Estimates (IGCE), evaluation plans, source selection strategies, and concepts of operations in direct support of IT requirements. Lead contract formation activities by drafting project plans, reviewing and ranking proposals, constructing source selection plans, and supporting post-award contract conference activities. Plan and execute initiatives for Government-wide category management, strategic sourcing, and enterprise-wide software/IT licensing solutions. Analyze IT management processes, perform gap and cross-cutting policy analysis, and recommend data-driven solutions to optimize department-wide information technology investments.
