Business Finance Operations Manager
Salary: $75,000–$85,000 annually
Position Summary
The Business Finance Operations Manager is responsible for partnering with Field Operations, Field Finance, Treasury, and National Datacare to oversee the administration of the Individual Funds Management System (IFMS) for Community Services (CSS).
This position serves as the IFMS subject matter expert for the operating group and provides guidance, training, and troubleshooting support to field teams. The manager identifies opportunities to improve processes, recommends solutions, and implements corrective actions to strengthen operational efficiency and compliance.
The Business Finance Operations Manager also partners with group directors to coordinate and oversee internal controls, including change-management activities designed to ensure compliance with established policies, procedures, and key controls.

Business Partnership and Operational Oversight
Serve as a key business partner to Operations, Field Finance, Treasury, and National Datacare.
Provide training and oversight to state leads regarding applicable policies and procedures.
Monitor and support adherence to established policies, procedures, and internal controls.
Develop consistent operating standards and models for states using the IFMS platform.
Ensure appropriate segregation of duties among the functions utilizing IFMS.
Serve as the implementation manager for new acquisitions within CSS.
IFMS System Administration
Administer the IFMS platform and provision access for new users.
Serve as the business owner for EasyVista provisioning.
Coordinate with field teams to maintain accurate user and contact lists, including:
U.S. Bank-authorized employees
Adjustment account authorization lists
Telephone contact lists
Receive quarterly user-access reports and distribute them to state leads for review and approval.
Perform routine system maintenance and troubleshooting, including:
Resetting user passwords
Resolving issues involving cardholder information, balances, and transactions
Reviewing security groups and monitoring the addition of new groups
Process Improvement
Gather feedback from field users and key stakeholders to identify opportunities for greater efficiency and process improvement.
Analyze operational issues and recommend appropriate solutions.
Present improvement recommendations to senior management.
Implement corrective actions and monitor their effectiveness.
Vendor Management
Partner with the system vendor to resolve operational and technical issues.
Provide feedback and recommendations regarding system enhancements.
Coordinate vendor-related activities to support effective system performance.
Quality Assurance and Compliance
Conduct quality-review checks in the field to ensure established processes and controls are being followed.
Identify compliance concerns and implement corrective actions when necessary.
Verify that all CCA payments reconcile with Treasury and Shared Services Center reporting.
Support change-management efforts to maintain compliance with key internal controls.
Reporting and Reconciliation
Distribute weekly balance reports to state leads.
Distribute user-access listings to state leads for review.
Process and review corporate reports and take appropriate action based on findings, including:
ACH Fraud Report
Disbursements vs. Offsets Multi Report
Negative Balance Accounts Report
Resident Balances Report
Z-Score Report
Review U.S. Bank reports and take appropriate action based on findings, including:
Cardholder Information Exception Report
Cardholder ID Verification Report
Funding Reject Report
Account Reconciliation Report
Perform other related duties and responsibilities as assigned.
Supervisory Responsibilities
This position does not have direct supervisory responsibilities.
Minimum Knowledge and Skills
The requirements listed below represent the education, experience, knowledge, skills, and abilities needed to successfully perform the position.
Education and Experience
Bachelor’s degree in finance, accounting, business administration, or a related field preferred.
Five to seven years of high-level financial analysis or related financial operations experience preferred.
Experience with strategic planning and business development, including requests for proposals, preferred.
Experience supporting financial systems, internal controls, compliance, or operational process improvement preferred.

Skills and Abilities
Advanced proficiency in Microsoft Excel.
Broad knowledge of standard desktop computer applications.
Strong analytical and problem-solving skills, including the ability to interpret findings, draw conclusions, and make recommendations.

Travel Requirements
Travel is required as needed.
Physical Requirements
This position is primarily sedentary and may require exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. The role involves sitting for most of the workday, with walking and standing required occasionally.
