Business Financial Analyst

This position is located in the Architect of the Capitol (AOC), Office of the Chief Executive Officer for Visitor Services, Capitol Visitor Center. The Business Financial Analyst serves as principal advisor, and provides expert level financial management, budget formulation/execution, and advisory services to senior leadership.

Budget Formulation and Execution Serves as principal advisor to CVC leadership on budget formulation and execution matters. Leads the development, justification, and execution of annual budgets, including payroll estimates and funding allocations. Coordinates with the AOC Budget Division to prepare and finalize formal budget submissions. Reviews spending and obligation trends; prepares weekly status-of-funds reports. Prepares Funding Allocation Documents (FADs) and reprogramming actions. Distributes cost ceilings, monitors execution, prevents over-obligation, and recommends corrective actions. Develops financial reports and analyses to support executive decision-making and budget execution goals. Financial Advisory Services Analyzes appropriation legislation and advises management on financial impacts and compliance. Provides expert financial guidance to managers on funding availability, limitations, and strategic alignment. Develops budget trackers, financial analyses, and executive briefings. Identifies, analyzes, and resolves financial management and internal control deficiencies. Supports preparation of written testimony, exhibits, and documentation for Congressional oversight. Non-Appropriated Fund Controls Analyzes and oversees non-appropriated and revolving fund activities, including Gift Shops and CVC Restaurant operations. Prepares profit and loss reports, revenue projections, and financial status reports for senior leadership. Monitors sales, deposits, personnel costs, and internal controls. Reviews contractor charges and invoices to ensure compliance with contract provisions. Advises management on financial risks, trends, and business process improvements. Performs other related duties as assigned.
