Business Management Specialist

This position is part of the Hydrocarbons and Geothermal Energy Office (HGEO), Department of Energy, National Energy Technology Laboratory within the Technology Development Center (TDC). As a Business Management Specialist, you will provide expert programmatic evaluation and expert business and financial analysis for DOE offices; strategic, program, and operational planning; and leadership via proactive engagement and communication to crosscutting technical and administrative teams.

Veterans shape the future of energy As a Business Management Specialist, at the GS-14 full performance level, you will: Serve as the authoritative business consultant to the TDC, developing long- and short-term program objectives, establishing milestones, and providing technical guidance to subordinate organizations and senior leadership. Conduct substantive business, risk, and financial analysis for low-to-high scale RD&D projects, delivering expert advice on management capabilities, commercialization potential, and financial viability. Identify system requirements to design workflow charts, specify controls, and establish departmental performance metrics that measure the effectiveness of contracting and funding activities. Review legislative and regulatory directives to propose, draft, and implement new, agency-wide procurement policies governing pre- and post-award contract actions. Coordinate and oversee complex contract administration tasks, including reviewing Statements of Work (SOW), preparing requests for proposals (RFPs), conducting audits on invoice discrepancies, and monitoring contractor performance metrics. Serve as the senior Contracting Officer's Representative (COR), point of contact, and advisor to facilitate information exchange and coordinate efforts among internal program offices, external industry partners, and academic institutions.
