Business Process Reengineering Analyst

MetaPhase is currently supporting the Federal Transit Administration (FTA) through the Strategic HQ Integration and Functional Transformation (SHIFT) initiative, an 18-month effort to assess and optimize FTA Headquarters organizational structures, functions, staffing, governance, and workload models.

In support of this project, MetaPhase is seeking a Business Process Reengineering Analyst with five or more (5+) years of experience to support the redesign of organizational functions, workflows, governance, and administrative structures for FTA Headquarters. In this role, it is expected that the analyst examines how work is currently performed, identifies inefficiencies and duplication, and develops streamlined future-state processes that support FTA's transformed organizational structure.

What You Will Be Doing

  • Conduct current-state assessments of organizational processes, workflows, roles, and responsibilities
  • Map business processes and functional dependencies across FTA HQ offices
  • Identify redundancies, gaps, bottlenecks, handoff issues, and opportunities for consolidation
  • Develop future-state processes aligned with proposed organizational structures
  • Support analysis of Medium Change and High Change transformation scenarios
  • Analyze implications of IT, Acquisition, and potential HR shared-services consolidation
  • Help design processes for new organizational integrator roles
  • Develop governance workflows, decision thresholds, authorities, and escalation paths
  • Support development of roles and responsibilities and RACI-style documentation
  • Analyze Administrative Officer deployment and reporting structures
  • Translate process findings into actionable organizational recommendations
  • Support implementation roadmaps, SMART goals, and change management planning
  • Create process maps, briefing materials, recommendations, and client-ready documentation

What We Need From You (Required)

  • Minimum of five or more (5+) years of business process analysis, process improvement, management consulting, or business process reengineering experience
  • Demonstrated experience documenting current-state and designing future-state processes
  • Experience identifying process inefficiencies and developing actionable recommendations
  • Strong process mapping, requirements analysis, and facilitation skills
  • Ability to analyze organizational structures alongside business processes
  • Excellent analytical, writing, and client communication skills
  • Experience developing executive-ready recommendations
  • Ability to successfully fulfill FTA Public Trust suitability requirements

Nice to Have (Desired)

  • Federal government consulting experience
  • Lean Six Sigma certification
  • Experience with organizational transformation or shared services
  • Experience developing governance and RACI frameworks
  • Experience with federal human capital or administrative processes
  • Experience supporting DOT or FTA

Required Clearance

Ability to obtain and successfully fulfill FTA Public Trust/Suitability requirements; U.S. Citizenship preferred

Work Location

Hybrid - Washington, DC. Remote work with onsite engagement at FTA Headquarters in Washington, DC as requested.
