Strategic Workforce Planning and Employer Engagement
- Serve as a workforce development consultant to employers by assessing workforce challenges and recommending customized recruitment and talent acquisition strategies.
- Develop and maintain strategic relationships with employers, industry associations, workforce partners, educational institutions, and community organizations.
- Analyze employer workforce needs and labor market trends to identify opportunities for talent pipeline development.
- Recommend workforce solutions aligned with regional economic development initiatives and workforce board priorities.
- Participate in business retention, expansion, and workforce planning efforts throughout Franklin County.
Recruitment Strategy and Talent Acquisition
- Design, develop, and implement recruitment strategies that address employer workforce needs and labor market demands.
- Utilize AI-enabled technologies, workforce intelligence tools, labor market information, and digital recruitment platforms to enhance talent acquisition efforts.
- Evaluate recruitment outcomes and adjust strategies based on performance metrics and workforce trends.
- Provide guidance to employers regarding recruitment best practices, candidate sourcing, and workforce development resources.
Rapid Response and Workforce Transition Services
- Collaborate with the Rapid Response Team to develop workforce transition strategies for dislocated workers and affected employers.
- Coordinate and facilitate workforce transition activities, including customized hiring events, career fairs, recruitment campaigns, and workforce workshops.
- Develop strategic reemployment plans that connect displaced workers with employment and training opportunities.
- Recommend workforce solutions that minimize disruption and support rapid labor market reattachment.
Workforce Development Program Integration
- Partner with workforce development stakeholders to align recruitment activities with workforce investment priorities.
- Support sector-based initiatives, talent pipeline development, apprenticeship programs, and workforce innovation projects.
- Participate in strategic planning activities related to workforce development, employer engagement, and economic advancement.
- Contribute to program design and implementation efforts that improve workforce outcomes.
Labor Market Analysis and Performance Management
- Analyze labor market data, workforce trends, talent availability, and industry workforce demands.
- Prepare reports, recommendations, and presentations for employers, workforce partners, and leadership.
- Utilize workforce data and performance metrics to evaluate program effectiveness and identify opportunities for improvement.
- Monitor recruitment outcomes and implement continuous improvement strategies.
- Candidate Development and Workforce Readiness
- Provide professional guidance and workforce navigation services to job seekers and displaced workers.
- Assess workforce readiness needs and recommend appropriate employment, training, and career advancement resources.
- Support workforce development initiatives that improve participant employability and career outcomes.
- Facilitate workshops and presentations related to career development, workforce readiness, and employment opportunities.
Compliance and Professional Standards
- Ensure compliance with federal, state, local, and organizational workforce development requirements.
- Maintain accurate records, documentation, and reporting within organizational databases and workforce systems.
- Stay informed of workforce development trends, labor market conditions, AI applications, and best practices affecting recruitment and employer engagement.
- Represent the organization professionally with employers, workforce partners, public officials, and community stakeholders.
Education and Experience
- Bachelor’s degree in Human Resources, Business Administration, Workforce Development, Public Administration, Economic Development, or a related field; or an equivalent combination of education and professional experience
- Minimum of three (3) years of professional experience in workforce development, recruiting, employer engagement, human resources, business development, economic development, or a related field p
- Experience utilizing workforce technology platforms, labor market information systems, and AI-enhanced recruitment tools preferred.
- Experience managing projects, employer partnerships, or workforce initiatives preferred.
Knowledge, Skills, and Abilities
- Knowledge of workforce development systems, talent acquisition strategies, labor market trends, and employer engagement practices.
- Ability to exercise independent judgment and discretion in evaluating workforce needs and recommending solutions.
- Strong analytical, organizational, project management, and problem-solving skills.
- Excellent verbal, written, presentation, and relationship-building skills.
- Ability to interpret labor market information and workforce data to support strategic decision-making.
- Ability to manage multiple projects and priorities with limited supervision.
- Proficiency with workforce databases, CRM systems, Microsoft Office applications, and AI-enabled technologies.
Requirements
- Valid driver’s license in good standing and automobile insurance.
- Ability to attend employer meetings, workforce events, and community activities, including occasional evenings and weekends.
- Ability to travel throughout Franklin County and surrounding service areas as needed.
