Since entering the Singapore market, MGCA Cafe SG Pte. Ltd. has expanded Tim Hortons' presence across the island with outlets located in major shopping malls, business districts, transport hubs, and healthcare institutions. The company continues to grow its retail footprint while maintaining consistent standards in food safety, customer service, operational excellence, and employee development.

SG & MY Payroll Administration

  • Process end-to-end monthly payroll for employees in Singapore.
  • Coordinate end-to-end monthly payroll for Malaysia through outsourced payroll vendors.
  • Ensure SG & MY payroll is processed accurately, confidentially and within established payroll timelines.
  • Verify payroll inputs including attendance, overtime, allowances, deductions, commissions and salary adjustments.
  • Process final salary payments, unpaid leave, bonuses and other payroll-related transactions.

SG & MY Statutory Compliance

  • Ensure compliance with payroll-related legislation and statutory requirements in Singapore and Malaysia.
  • Prepare and submit CPF, SDL, Self-Help Group (SHG) contributions and IRAS payroll reporting for Singapore.
  • Review and validate Malaysia statutory submissions including EPF, SOCSO, EIS, PCB and HRD Corp prepared by outsourced payroll vendors.
  • Comply with Malaysia E-Stamping requirements
  • Maintain payroll records and supporting documentation in accordance with statutory and audit requirements.
  • Keep up to date with changes to payroll legislation, statutory regulations and compliance requirements.

SG & MY Payroll Operations

  • Maintain accurate employee payroll master data within the SG & MY payroll systems.
  • Perform payroll verification, reconciliation and variance analysis before payroll processing.
  • Generate payroll reports, payroll journals and month-end payroll summaries.
  • Coordinate payroll funding requirements with the Finance department.
  • Ensure payroll records are securely maintained and comply with the Company's data confidentiality requirements.

SG & MY Payroll Vendor Management

  • Liaise with outsourced payroll vendors to ensure timely and accurate payroll processing for Malaysia.
  • Validate payroll outputs and statutory calculations prepared by payroll vendors.
  • Resolve payroll discrepancies and coordinate corrective actions with internal and external stakeholders.
  • Monitor payroll service delivery and ensure compliance with agreed service levels.

SG & MY Payroll Systems &Process Improvement

  • Maintain payroll system accuracy and support payroll system enhancements where required.
  • Support payroll testing for system upgrades and process improvements.
  • Review payroll workflows and recommend improvements to enhance payroll efficiency and accuracy.
  • Assist in payroll audits by preparing supporting documentation and payroll reports.
  • Support continuous improvement initiatives to strengthen payroll controls and operational efficiency.

The first six months of the programme represent the most critical learning phase. During this period, the employee will undergo intensive structured on-the-job training to acquire competencies in:

Singapore and Malaysia employment legislation relating to payroll and statutory compliance.

  • End-to-end payroll processing for Singapore and Malaysia.
  • Payroll systems, employee master data maintenance and payroll documentation.
  • Salary computation, overtime, allowances, deductions and payroll adjustments.
  • CPF, IRAS, SDL and Self-Help Group (SHG) statutory requirements.
  • Malaysia statutory requirements including EPF, SOCSO, EIS, PCB and HRD Corp.
  • Payroll reconciliation, month-end payroll reporting and audit controls.
  • Payroll vendor coordination and payroll data validation.
  • Payroll confidentiality, data accuracy and compliance with internal payroll policies.

Role Requirements

Bachelor's Degree, Business Administration or a related discipline

  • Hands-on experience managing outsourced payroll vendors
  • Strong stakeholder management and communication skills
  • Highly organized, analytical and detail-oriented
  • Comfortable working in a regional and matrix organization
