It is from this belief that Many Mansions strives to provide affordable, quality, services-enriched rental housing for formerly homeless and those of very low income in Ventura and Los Angeles Counties. Our Adult Residential Services Division provides a comprehensive program designed to support residents and clients’ housing stability and help them achieve economic resiliency, self-sufficiency, social integration, and overall improved wellbeing.
Our Supportive and Community Services Programs provide onsite intensive case management and programs in Many Mansions’ properties.
In Ventura County, the Division administers several housing initiatives in partnership with Ventura County Behavioral Health, the County’s Managed Care Plans, and other community providers. These include Transitional Rent, a Medi-Cal CalAIM benefit providing time-limited rental assistance, housing navigation, and tenancy support; the Flexible Housing Subsidy Pool, which coordinates longer-term rental subsidies, housing placement, landlord engagement, and stabilization services; and the Short-Term Housing Program. Together, these programs create coordinated pathways into stable housing while leveraging multiple funding sources and service partnerships to support long-term housing success.
The Short-Term Housing Program provides temporary, community-based housing and intensive supportive services to families experiencing homelessness or housing instability, including families in which a parent or child has significant behavioral-health needs. The program is designed as a temporary intervention, with services focused from the beginning on helping each household stabilize and successfully transition to permanent housing.
Position Summary
The Case Manager provides intensive, individualized case management to individuals and families residing in scattered-site interim housing throughout Ventura County. Participants include families with children and Transitional Age Youth (TAY), with household needs potentially spanning behavioral health, physical health, child and youth development, education, employment, income, benefits, childcare, family functioning, and other areas affecting housing stability.
The Case Manager works with each household from entry with the goal of achieving a timely and successful transition to permanent housing. Through comprehensive assessment, individualized service planning, frequent engagement, resource coordination, and close collaboration with Housing Navigators and other service providers, the Case Manager helps households address immediate needs, reduce barriers to permanent housing, increase income and stability, and develop the skills and resources necessary to successfully assume the responsibilities of a permanent tenancy.
The position requires a family-centered approach that recognizes the needs of the household as a whole while ensuring that the distinct needs of children, youth, TAY, parents, and other household members are appropriately identified and addressed.
Qualifications & Conditions
I. Education & Experience
• Substantial education and/or experience in social work, behavioral health, human services, case management, counseling, homeless services, or related fields, including:
o Bachelor's degree in Social Work, Psychology, Counseling, Human Services, Child and Family Studies, or a related field and two years of relevant work experience; OR
o Four years of relevant experience in social services, behavioral health, case management, homeless services, family services, or counseling.
• Highly preferred experience includes:
o Experience providing intensive case management to families with children experiencing homelessness, housing instability, behavioral-health challenges, or other complex needs.
o Experience working with Transitional Age Youth (TAY), including young parents and youth transitioning to independent adulthood.
o Experience in interim housing, rapid rehousing, scattered-site housing, or other programs focused on transition to permanent housing.
o Experience coordinating children's behavioral-health, educational, developmental, childcare, or family-support services.
o Experience working with individuals or families affected by serious mental illness, substance use disorders, developmental disabilities, or other complex behavioral-health needs.
II. Skills & Competencies
• Demonstrated knowledge of case management and issues affecting families experiencing homelessness and housing instability.
• Strong understanding of family-centered and participant-centered case management.
• Familiarity with Housing First, Trauma-Informed Care, Harm Reduction, Motivational Interviewing, and Strengths-Based Case Management.
• Ability to engage effectively with both adults and youth while maintaining appropriate professional boundaries.
• Strong assessment, service-planning, crisis-intervention, and problem-solving skills.
• Ability to manage complex cases involving multiple household members, providers, and service systems.
• Strong understanding of the connection between income, budgeting, tenant responsibilities, and long-term housing stability.
• Excellent organizational, documentation, and time-management skills.
• Ability to work independently in scattered-site/community settings while functioning effectively as part of a multidisciplinary team.
III. Communication Skills
• Excellent verbal and written communication skills.
• Ability to communicate effectively and respectfully with participants of different ages, family structures, cultures, and backgrounds.
• Ability to establish rapport with households experiencing significant stress or instability while maintaining clear professional boundaries and expectations.
• Strong advocacy and cross-system coordination skills.
• Spanish language proficiency highly preferred.
IV. Computer & Data Skills
• Proficiency with Microsoft Office applications required.
• Experience with HMIS, Salesforce, or comparable case-management databases preferred.
• Ability to maintain accurate and timely electronic documentation and learn multiple program and partner systems.
V. Other Requirements
• Driving is required. Must possess a valid California driver's license, appropriate automobile insurance, and the ability to travel regularly throughout Ventura County.
• Must maintain confidential information in accordance with HIPAA and organizational standards.
• Must obtain and maintain CPR/First Aid certification.
• Knowledge of interviewing, assessment, de-escalation, and crisis-management techniques highly preferred.
• Must comply with applicable mandated-reporting responsibilities and organizational child-safety policies.
• Physical demands: While performing the duties of this job, the employee is regularly required to sit, use hands to finger, handle, or feel objects, tools and/or controls, talk and hear. The employee is occasionally required to stand, walk, and reach using feet, legs, back, arms and hands. The employee must be able to lift and/or move up to 20-40 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception and the ability to adjust focus.
VI. Work Environment:
The corporate culture is friendly, and mission, client, and goal-oriented.
Moderate to high stress work pace. Environment may have frequent interruptions, time constraints, and emotional distress. Noise level is low to moderate.
Environment includes working in close proximity and conducting home visits at the homes of clients who have been homeless and may be accustomed to street culture. May be exposed to profanity or language of a sexual nature and will need to be able to positively redirect residents and to model professional behavior.
Employees may be in contact with individuals and families in crisis who may be ill, using substances, and/or not be attentive to personal health and safety for themselves. Employees may experience a number of unpleasant sensory demands associated with a resident’s use of alcohol and drugs and the lack of personal care.
The employee must be ready to respond quickly and effectively to many types of situations, including crisis situations and potentially hostile situations.
Should be comfortable working in a pet friendly environment.
