What is Category Procurement Manager- Active Networks (RAN & Core)?
Owns category strategy and commercial ownership for all active network equipment and services, covering radio access, core, and the software and services layers attached to them. Reports to Stream Head Network Procurement, who reports to Head of Direct Procurement. Leads a team of 2–3 Category Experts/Specialists split by domain (RAN, Core).
What does Category Procurement Manager- Active Networks (RAN & Core) do?
Key responsibilities
- Own and manage the Active Networks procurement category including RAN, Core Network, OSS, Cloud Infrastructure, Virtualization Platforms, Network Software, Managed Services and associated support services.
- Develop and execute category strategies aligned with business objectives and technology roadmaps.
- Lead end-to-end sourcing activities including RFI/RFQ/RFP management, evaluations, negotiations, contract award and governance.
- Manage strategic relationships with telecom OEMs, software providers and managed service partners.
- Drive commercial negotiations and achieve procurement savings and value creation targets.
- Mentor and coach and lead Procurement Analysts and junior procurement professionals.
Key Deliverables
- Deliver procurement master plan for entire year (with quarterly updates) and category strategies for Active Networks covering RAN, Core Network, OSS, Cloud Infrastructure, Virtualization Platforms, Network Software and Managed Services.
- Achieve annual savings, cost avoidance and value creation targets through strategic sourcing, commercial negotiations and supplier optimization initiatives.
- Successfully execute strategic sourcing projects within approved timelines, budgets and governance requirements.
- Ensure uninterrupted procurement support for network deployment, modernization, expansion and transformation projects.
- Deliver commercial evaluations, TCO assessments, benchmarking studies and sourcing recommendations to support management decision making.
- Improve procurement cycle times and sourcing efficiencies through process optimization and automation initiatives.
- Ensure compliance with JazzWorld procurement policies, audit requirements, delegated authorities and contractual obligations.
- Deliver accurate spend analytics, procurement dashboards, savings reports and executive management presentations on monthly, quarterly and annual basis.
- Conduct market intelligence activities and maintain visibility of telecom technology roadmaps, supplier strategies and industry trends.
- Drive supplier innovation, commercial value creation and continuous improvement initiatives across the Active Networks category.
- Support annual budgeting, forecasting and business planning activities by providing category insights, cost projections and sourcing recommendations.

Requirements
What are we looking for and what does it require to be Category Procurement Manager- Active Networks (RAN & Core)?
Experience and Educational requirements
- Bachelor's degree in Engineering (Telecommunications, Electrical Engineering or related discipline) from an HEC-recognized institution or MBA in Supply Chain Management, Procurement, Operations Management, Business Administration or equivalent postgraduate qualification will be preferred.
- Minimum 8 years of experience in Network Strategic Sourcing, or Technology Category Management.
- CIPS Level 4 Diploma in Procurement and Supply, CPSM or equivalent professional certification will be considered an advantage
Soft skills and technical skills required
- Oracle ERP (ESS/Fusion), purchasing module – should be capable to prepare and initiate a Tender/RFx on oracle ESS/Fusion and able to conduct e-Auction using Oracle procurement module on ESS/Fusion.
- SAP Ariba Contract Management Module – The candidate needs to have adequate hands-on experience on this module for creating Contract Request Workspace and should be able to conduct and complete contract normalization/negotiations on this module.
- MS 0365 Tools and Analytical skills – it’s a must for the candidate to be well versed with use of Excel, power point, think cell, power BI and its analytics.
- Core Skills: Commercial Negotiation and Contract Management, Supplier Relationship Management, Stakeholder Management and Influencing Skills, Leadership, Coaching and Team Development, Financial Analysis and TCO Modelling, Knowledge of 2G/3G/4G/5G,RAN,Core,OSS,Cloud.
- AL Tools: Can develop analytical/data models for insights and decision-making. Can use Agentic AI (AI agents that can perform tasks autonomously) to support daily operational activities. Has strong knowledge and experience with various Natural Language Processing (NLP) models.
